From what you say the situation looks terrible. But is it actually loosing of culture? Both the sides of the arguments are negative and thus we cannot choose one.
commitment more for male employee, so easily obey their previous and future employer very easy. In case female , they will happy with work environments only big factor will be retained.

In many places no, you can find it is other departments but not in HR dept. HR people try to keep integrity as much as they can but sometime they need to give up the value which may result is a better result......  :)   
I agree with you but at times they get us wrong candidates, which brings down the development of the company.....
