Its really difficult to manage multicultural teams. First off all alignment tours should be there. offices should run some employee exchange sort of program. so that people get to know and understand their counterparts and connect to them personally....

Create new layer using "Layer" command then use "Filter" command to select the object for example in select filter drop down list select "Dimension" click on "Add to List" button now click on "Apply" button and at "Select object" prompt use "All"...

Only as far as Drafting is concerned Auto CAD is the best solution for that ... but for 3D modeling rest of many software's are far better...Like the best one is Uni-graphics NX 6

Yes, i am completely agree with Dipti. Every engineering System will become so easier to understand if we go to design it earlier. CAD is best for this.
