Yes, its not only make concrete water tight, it also protects the concrete from Chloride ion diffusion and reduces the sulphate attack, hence enhancing the durability of concrete.

Its totaly depent on the structures requirement. The best way is to use Bonding agent during the concreting and sutable waterbars can be used. Bentonite based waterbar are among the best as it swells in contact on water.
