I totally agree with this. Actually the work is done only 50% and shown on papers as 100%. Another point is only contractors cant be held responsible for this. Each and every person is responsible from top to bottom in whose pocket this remaining 50%...

You are right Mr. JPS kumar,ultimately the cotractor,client consultant trio are equally responsible for all failures, lapses in the road works. So the contractor cannot only be blamed.
