Its totaly depent on the structures requirement. The best way is to use Bonding agent during the concreting and sutable waterbars can be used. Bentonite based waterbar are among the best as it swells in contact on water.

many project are estimated very casually taking things granted. A time frame is generally made considering volume of work & ignoring ground constraints. That is why most projects fails to be completed on time.
