UPA government have adopted an ambitious target of making India slum-free in 5 years with President Pratibha Patil announcing the launch of a special housing scheme for urban poor and slum-dwellers.
Aiming to "create a slum free India" in five years, Patil unveiled the housing scheme — Rajiv Gandhi Awas Yojana — on the lines of the Indira Awas Yojana being implemented in the rural areas.

Do you guys think that this feat is achievable in 5 years time for such a huge country like India where there are millions of people living in slums from such a long time....And if it is possible then how the government should go about achieving it..??

I will try to make very simple. PEOPLE WHO PAY TAX GENERALLY THEY DON'T VOTE  & PEOPLE WHO VOTE DON'T PAY TAX."

Slumdwellers are the vote banks for Politician and being this oppurtunistic world hardly matters.I feel in India there're two types of poor,One who're actually poor - working hard for there livelihood..for example...your office boys/assitants...and other are willing like to remain...beggars on red light...if you watch for few days - result increasing day by day.A New red light start functioning with bunch of beggars.

On practical approach,earlier discussed by other members regarding Rajiv Gandhi & Indra Gandhi awas yojana.I would like to inform you that there was one more yojana founded in 2002 named as - JNNURM ( Jawaharlal Nehru National Urban Renewal Mission)-wherein one of its major mission objectives Says-" Provision of basic services to the urban poor including security of tenure at affordable prices,improved housing,water supply and sanitation and ensuring delivery of other existing universal services of the government for education,health and social security."

:-) INTREGRATED DEVELOPMENT OF slums THROUHG PROJECTS FOR PROVIDING SHELTER,BASIC SERVICES AND OTHER RELATED CIVIC AMENITIESWITH VIEW TO PROVIDING UTILITIES TO THE URBAN POOR."

..............................................................Till date we havn't seen any development on above.There is  great fuss among all big developers post recession and seeing it big potential and untapped market.Hence they're working with Urban ministry and state Govt. on Win-Win formula.Hope, in forthcoming budget that there will be some bold steps will be taken.

Finally,I'll share a very practical example for failure of this kind of projects.

1) In mumbai,slum rehabitation project was initiated and slumdwellers were allocated small flats free of cost. Firstly,refuse to stay there because there maximum cattles & cartage were unadjustable in compact flat - One of major issue to maintain.The size of Flats was too small instead of Slum area where they had big open space. Secondly,Owners failed to pay maintenace charges of building stating that they are poor so won't be availble to pay even maintenace charges and due to that Lift of building was not maintained & repaired and finally people staying above fourth floor till tenth floor vacated the premises and finally project & drive was complete failure.

2) Omaxe had built Low Income Housing Society in Mumbai to rehabilitate people from slum and not even single family has opted to go there.That project is standing abondoned.

3) Slum dweller are not eligible for HOME LOANS. They can't effort money 4-5 Lakhs rupees of thier own to buy these flats.If they have this amount then they won't fall in Low income group.

4) Chances are dim that Govt. will ask banks to give loan at less then 2-3 % rate of Interest. And any Banks will be comfortable and secure that there money will be paid back with zero default.

India can become slum free but it depends on the political will and sincere efforts. THe major issue is development of new slums /until new slum formation is not checked all efforts will become useless.

It is only possible if there is a honest & constant effort by the government for a period of time.The primary focus of government should be on improving infrastructure,provide basic services and governance reform and increase support to cities to upgrade public transport.Government should not only build proper houses for slum-dwellers but also provide them with  employment so that they are not forced to rent their houses to other people as is the case in most of the places where govt. has done something like this...If this is how the government would go then definitely we will have a slum-free India 5 years down the line.....Hoping this to happen soon

Its not about being positive or negative.. but I think that if not impossible, near to impossibility is a sure guess. Looking at the past achievements, these predictions can be made easily.

Its hard to imagine a slum free India as long as it acts as easy vote bank to politicians. It would be apt to imagine a FREE SLUM in India (they can raise anytime, anywhere - no one to ask, no one to answer).

i don't think India will ever be a slum free country as most of the politicians want them to be Below poverty line as they constitute the major vote bank for them and with assurances time and again to them during the elections they gain votes as most of them are illiterates and if they provide everything for them then they will loose out on those votes from them and due to this situation it is difficult to see a country free without slums and these slums are there mainly due to poor people coming from Rural part in search of jobs and they don't find homes to stay, so there is constantly slums developing in cities due to this reason....so slum free India is not possible for the time being....

The problem is created by our political class.  Last Loksabha elections, I was part of a campaign of an MP candidate.  Slum dwellers are not actually suffering.  They are being wooed by all and sundry.  It is very likely that they will refuse to go if a group housing project is undertaken a little away from the heart of the city and they get ownership too.  But at the heart of the city in the slum, if they get a possession certificate and allotment, they will continue to maintain the slum heartily. 

I have lot of appreciation for Manmohan Singh as a leader.  He means well.  What god proposes..

I used to think that slums are BSP/Congress/JDS vote bank.  But BJP too tried to lure them.  Then how do we get a slum free city?
