Keywords : acr system is rather a tool to blackmail subbordinates hence alternative system comprised of modern techniques and hr should be designed.this is equivalent to say that if your boss or system is corrupt you will have to be corrupt otherwise your acr will be spoiled.its no matter how much efficient you are! particularly in govt. construction company there is heavy flow of funds from world bank and national budgets hence govt. companies are more prone to this cancer.

Yes ACR system is a failure because of non transparency, lack of proper monitoring & discrimination. Punishment should be brought into performance management system to increase accountability of staff towards their performance.
