To give proper representation of all sections of the population in the country and to take care of the interest of all sections of the society,  it is necessary to make a major change in the present system of Central Government in India.

In India, only about 50% of the inhabitants have voting rights, of that around 50% only exercise their franchise. It means that an absolute majority party formed federal government represent only 12.5% of the population. Statistics show that about 30% of the the candidates won the elections are hugely rich ones. 

The inherent perils of Democracy. A political setup that envisages a country to be ruled by a government of (all) the people, by (all) the People and for (all) the People, is more an Utopian myth than a realizable reality. It is too ambitious to wish that India, a very young federal nation inheriting long embedded ethnic variations, diverse cultures, social structures, linguistic differences, and  highly dominating regional beliefs and interests, to become such an utopian democratic nation too soon.

Nonetheless, it is only fair for every Indian to aspire to have sober and stable governments at federal level that could take care of the needs of all the people in the country irrespective of their socio economic levels, religious or political leaning and their representative strength in the Federal system. For this, it is imperative that the representatives of the factions outside the ruling parties also behave with responsibility and cooperate with the progressive programs of the government in rule to push the country forward instead of tuning into mere nuisance value by blindly opposing all policies and obstruct governance. 

Democracy is strangled when elected representatives, ignore the needs and aspirations of the people they are expected to represent.Democracy is strangled, when ‘Playing dirty Politics’ become the main business and theme of the government and political parties inside and outside the government.Democracy is strangled, when the political parties stoop down to use the communal feeling of one group against other to come to power and compelled to oppress other communities to appease them.

Reorganization of the country in the basis of language had made the total integration a difficult proposition.  However, it helped to bring in some unity within the region. In the past two we saw growth of many regional parties and become a cognizant political fact. The situation being irreversible, the available option to bring back  India closer to better democratic process is by opting for a non-political federal government constituted by representatives of regional political groups from linguistic States, with mechanisms ensuring distribution of power of governance percolate down to people.

We need a government where the business of the parliament is to run the country's business, instead of converting it a place for self serving political bickering and clash of ideologies.

A Federal government in the center with representatives of all sections of the people in the States irrespective of their political parties in the State, as members of Lok Sabha in Federal parliament under the banner of the State as single group. Candidates shall be political graduates and recommended by local Citizen's charter.

The leader of the Lok Sabha is to be chosen by election from across the cross section of all the members.
The candidates elected from each region shall work as directors of a corporate and the the federal government as a larger corporate with the ministers as directors of it so that government businesses go on more cohesive manner instead of each ministry pulling in different direction.
It is also worth while to look whether we can do away with Rajya Sabha which has turned out be mere redundant body with practically no purpose served as far the nation is concerned. Otherwise, it should be of eminent scholars, Scietists, Technocrats, Economists and Iindustrialists.

The Governance of the country shall be allowed to be done by qualified an competent Bureaucrats who have the requisite experience, as head of the Federal departments, establishments and institutions to carry out the federal governance related work according to decisions of the Lok Sabha and Rajya Sabha.

It shall be ensured that proper representation based on the reservations of various sections and women are adhered in elections. Such a step will take care of the genuine needs of all sections of the people in the country and therefore, considered to be the solution to get out of this mess of coalition politics that can no more give a stable government.

It is always acceptable to beleive that grass is greener on the other side. But more often than not this is not true.

Now before abraham tells me that i am being philosophical let me put across some pointed arguments

  • How can you rely on bureaucrats who don't even have performance driven salries and promotions? Politics atleast allows to bring some free market play
  • State issues and national issues are very different. I don't have stats with me but i guess all of us have seen enogh stats from news channels that has proved it to be true. So how can a government be formed based on state elections?

I agree with this statement. The present democratic system in India is completely unstable which has no guarantee of sustaining for a long time. One of the reasons of this can be, it is runned mainly by politicians and unfortunately, majority of our politicians are either not much educated or have criminal record. Giving the country in the hands of these people is equal to committing suicide. Thus, I agree that we should give the government in the hands of a federal government where the educated government mass can rule the country properly...

This is a great idea. Those on other side of the debate says its politicians who make governance worse but they must take a note that its the system which give birth to that kind of politicians. Majority of people vote for the incompetent/corrupt candidate because they represent a national party. Many people don't even register for candidature because they know they can't win as independent candidate. In this system candidate will be voted for his competence and not for the competence of ,say, Manmohan Singh. Imagine a parliament full of competent leaders. They won't make noises in parliament for party's ideologies but for showing people how much they work. Because they can't rely on party's reputation for next win. They have to deliver otherwise there are lot many other candidates who are equally likely to win.

Let me add the following in support to my view point.

What I visualize by a non - political Federal system is that the elected members of various political parties from States shall form a single group and sit together in the Lok Sabha as one bench under one banner of their State, leaving behind their political diferences, in the State level.

These Members of Parliament elected from the States shall work like Directors in a Corporate, and shall accordingly take decisions within themselves and take up these in the Lok sabha in a common approach while  representing the issues related to State and the country as a whole. 

In the formation of a non-political Federal government, the Prime Minister and the Ministers shall be elected from  among all members across the floor of the Lok Sabha in a democratic electoral process. 

This form of Federal Government would be far better than a Coalition government formed by a group of large number of minority parties leaving the major national parties out of the system.

Like I mentioned earlier, if an abolute majority party that has more than half of seats in Lok Sabha, is actually representing only 10% to 15% of the countries electorate, think how much less it is going to be with a minority parties coalition, all put together.

Thank you Abraham Sir for your views. I also think thats not required. I believe in Spiderman on "With great power comes great responsibility". Even if you shift power in another way, it won't help because these people will regroup the same. They needs to be taught responsibility. No institution other than the family, can teach responsibility. Its only a matter of responsibility which can uplift our system. We have laws but neither of the Legislature, Judiciary nor Executive takes responsibility but we have a new generation waiting to bring this change. To give you an example, we never saw cleaner parks in cities like we see today. Its not the govt. that has changed it ways, its the people who are now more responsible towards littering. Its only time that you will see more responsible generation will replace the old non performing ones under the same system.

System operates by the People. If People are not correct any system can not deliver. Present system has atleast check on the power and authorityand should continue.

There is nothing wrong with the present system, it is only the way it has been used to manage the country or due to manipulation we are not able to get better results, it is matter of self realisation for the betterment of the society and country will give some solution to the whole problem

Only it is good to think like this Abraham. Very nice thoughts you have, if it really happens, nothing like it. Same time we should know that politics and its issues generated by these people not by politicians, more or less we can say that government is run by these guys. Even politicians are dependent on them to write their speech.

Officials cannot understand the problems of common man, they worked on figures, they even don't want their performance to be evaluated, atleast during election common man can evaluate the performance of politicians.

Your thinking is appreciable.

Abraham, I understand that a lot of people are disgusted by politics. I guess government will never dare to try this out as it will have a major effect on most people because it would actually bring about a reaction from all states. And I have to agree with rohit as this can create more chaos. But the other side of the problem is that many politicians are far too weak-willed and moderate to ever bring about a change, simply bcoz they want their votes and are afraid a change may change that. So I would like to see political parties based on character vs ideology. I would rather have a strong leader than one who panders to specific groups of people....
