US experimented with rains in 50’s but left as they find it less of use. But on the other hand China has used it very intelligently during Beijing Olympics. They have controlled the weather during the opening ceremony and latter on. Although cloud seeding remains a hugely controversial practice, both China and Russia are large-scale advocates of various delivery systems. Scientists have pointed out that weather manipulation can amplify drought conditions in one area or increase the risk of floods in another. It is an unpredictable practice at best, and often considered to be highly unreliable. However, the Chinese and Russian governments continue to seed clouds, in an attempt to disperse rain ahead of public holidays and events. It is very much possible there is no doubt in it.

Currently this is what it seems so. Recently China used chemical spray in air to prevent rains and clouds during the military march. USA, UK and other developed countires asking the developing countries to cut the Carbon but they are not doing enough to cut their Carbon outputs.

IT IS NOT ABOUT "ADVANCED" COUNTRIES! It is about knowledge (of technology, study of weather patterns, etc.) and the USE of the same! Clouds have been "seeded" by air-crafts to bring down the rain, OR sometimes even to dissipate them - recent 60-year celebrations in China! People (man-/woman- kind) create their own Frankensteins' - that "come-back" to haunt!

Whether it is possible or not at present I really do not know , but if it is possible and by such control somebody is either going to gain , or they are not going to loose then definately effort will be made in this direction. All voice on global warming is coming from developed countries , nobody is bothered about it in China , India or Africa .Hence definately people making such furious noises have got something substantial to loose , which we may not be exactly aware also . Hence even if not possible now it will become possible in near future and it will be used by the powerful the rich to attain whatever goals they have in mind for themselves.

It is possible. But it is very costly process. Developed countries like USA knows many technologies which can change the direction of weather in a particular place. If this process is applied on a complete nation, the whole climate of that country will come in the hands of developing countries like US and China.

Controlling the weather will be for short period or temperory arrangment for example to stop the rain fall for one day or two days but the rain which is already created as to fall on the third day and similarly many times cloud seeding for rain to fall will work or it may not work ie artificial rain may fall on one day or for two days but it will be difficult to make the rain to fall continuously.

If such a technology would have been present with the superpowers then they would have used it to reduce /stop any damages caused by extreme weather. Classic example are the tornadoes that regularly occur across the west coast of US that cause immense damages. Also the EL NINO effect that is responsible for the weather conditions of Europe.
