As far as I know, theyhave a book called "Fundamental Rules" in which all rules and regulations are stipulated. It is like Gita/Khuran/Bible for them. With regard to Anil Agarwal's query, it is money going from one pocket to the other. It makes no difference for the Government !!

Government organization exist with a charter either established by lawmakers or by the head of state, as the case maybe. Just like any business organization, government organization must clearly define it's vision and mission in order to establish it's relevance in a government functionary.

Yes the government organization have certain laws. And you might have taken an exceptional example. As far as I am concerned government organizations pay all the bills and other expenses but in a cheaper rate.

Government organisations are having many outstanding statutory dues such as electricity, water, taxes etc, are their any law to check them. If any individual or private companies are having any statutory dues they charge us penalty or give us notice or they also force us to close our business, cut electricity/water etc, and make us helpless. Why do government do not pay such dues and no law is their to check them.
