Are you the one who is in favour of the new delivery-based criterion?

The Centre is planning to focus on a new delivery-based criterion for awarding contracts as against the current lowest-bidder norm, in order to improve the rate of project implementation. You all may remember the way the NHAI is awarding projects lately....

So, are you in favour of the new delivery-based criterion?

Yes, I am up for all this new delivery-based criterion,   

Take an example:
Highway projects are likely to be completed at a faster pace with the National Highways Authority of India (NHAI) effecting a change in its bidding norms for new projects like these. Where they can barre highway contractors and developers from bidding for new projects, if they did not achieve financial closure for three or more projects which they are working on. Earlier developers till then were given six months to achieve financial closure. This move will prevent highway contractors and developers from biting off more than they can chew and bring in new players to the field which is a good thing.

   May be my argument seems to be odd compared all other people already discussed about it. If tenders are awarded based on purely delivery based criteria especially in Government sectors, i feel

(1) There will not be transparency in the system.

(2) We may impose very strict implementation of "Penalty clauses" for the delay in the projects for which CPWD imposed some "mile stone system" which has tremendously improved in the progress of the works compared to previous eras.

(3) Similarly if somebody complete the work in time he may be given "Bonus for early completion" which is being given rarely though it is part of the agreement. It is the sort of encouragement among the agencies if that is given in positive way.

     So i prefer to consider the previous experience in giving less negotiations on quoted rates for the agencies who works fast since to complete the task in time apart from all the hindrances in government works ie issue of Drawings, Decisions etc. may add additional cost to the contractors.

Yes Delivery based criterian for awarding contracts is good but that is not the only one which should decide on whom to award the contract. Most Government Organization have been following a method where bids are invited in two sealed envolops. First to be opened are Technical bids which should provide details of tech capabilities through qualifoed manpower and preior experiences of handlling such projects: in time - within the budget - satisfactory or excellant quality etc. The second to be opned is the finacial bid where Price quote for the project. However what is missing many a time is to evaluate and investigate wether the bidder really has those qualified personals on his role and would they be there throughout the project cycle or not and experience of what kind is it through the experts-employess and staff on roll of the bidder or the company has executed similar jobs in the past? Also if all the jobs go to only to the experienced then How will the New comers get opportunities and How do we build capabilitiess ofr the future? How and who will measure the performance and delivery (Time-Quality and Cost). There are also issues like Performance and delivery may be hamperd not because of the contractor but because of extranious issues beyond his control or because of the non cooperation of the organizations involved.

In Government already there are systems in place but it is not implimented properly. Every new government wants to put the old wines in new bottle and wants to fool the public so that public thinks they are getting some thing novel and new.

i support the new and innovative system.The project completion and delivery may cost more than 50%.i do not know what are the other terms and conditions.The contract must include heavy penalty and recovery for delay.
