Exactly WHAT is the criterion of a child COMPLETING elementary education? “No child shall be held back, expelled, or required to pass a board examination until the completion of elementary education. Schools may not screen applicants during admission or charge capitation fees. A child who completes elementary education shall be awarded a certificate. " Here we are talking of eliminating all tests & all results. As if they are the cause of our poor educational system! Will "COMPLETING ELEMENTARY EDUCATION" consist of Attendance in school from age 6 to 14? Are we providing for a right to education? or a right to CERTIFICATION?

The Bill was introduced in the Rajya Sabha on December 15, 2008 and was referred to the Standing Committee on Human Resource Development (Chairperson: Shri Janardan Dwivedi). It is still pending. I agree with this reducing pressure, discrimination will improve better results for the school. Today schools are more concerned on money than educating.... Only one standard should be there either private or government. And the fees should be made common for all. When that various the quality of education also various.
