No matter if it increases literacy or not, but it is definitely a second chance for those who could not complete their studies at their best age and still passionate for it. The programme is noble to get back the dropouts, but in reality it is missing the target. I cant agree with Sheetal. Priorities do change in life. Once considered useless can turn to be more valuable in life. Realisation is part of life. I would like to tell a real story here. A boy of 15 yrs., who failed in his 10th class settled with animal rearing for more than 5 years. When he was around 20yrs., he realised the importance of studies and determined study well. He got back to studies, completed his 10th class,did his degree from Open University and applied. He is not satisfied with what he achieved. Aimed big and applied for civil services and he cracked it. He is now an IAS Officer. He is from Srikakulam Dist. of Andhra Pradesh. This real story is an eye opener for many. This programme should focus on educating the people about education to reach its target.

When I have sugar for my milk,why I have to think of them who has no salt for their meal..So the persons on the opposite row does not know where they are living.The man who smokes a BEEDI pays a tax for government.From such taxes the governments are running IITS and engg colleges.To entire in that those are paying lakhs of rs for coaching centers and getting entrance exams succeeded,availing free or less fees govt engg college seats in merits. Parents are serving in governments,banks,institutions, fighting for a raise of two DA ,as price hike is more that they can not sustain.But their children are paying 50 lakh capitation fee.Whose money is that? At least there is one politician thinking of the drop outts.Those who dare to oppose this will be punished in their future or at least their following generation?

It is indeed a noble attempt. But it is most important to find out as to why children drop out or discontinue education half way. I know economic reason is the prime reason. Government has tried to address this issue by various schemes like giving free books, uniform meals etc, but still children drop out. I think our system of education is one of the reason for this. We have evolve a method of education that makes studying interesting and attractive. In our country education is way to earn good lively hood, so the system of education must address this very important aspect.

are we looking for one tool that will do everything for us ? drop outs leave for several reasons. getting them back would therefore ideally target all those reasons. but at the end of the day, they must be brought back to where education can be imparted. there have to be multiple approaches, many tools, etc etc to address the issue. every effort, no matter how small, needs to be lauded & encouraged. why doubt its usefulness ? instead of talking like sceptics here, each one of us literates here should be trying to contribute to the success of EVERY such endeavour. the debate ought not to be regarding the possibility to getting them back to school. we need to look at how can we contribute. if we cannot go and teach one - we could ideate / debate here in order to arrive at more ways to get them back to learning & development. EVEN IF ONE CHILD CAN BENEFIT, the effort is worth it - it is more than all of us debating here on both sides have been able to achieve. as far as the second part of the question is concerned, every state may like to look at the issue in the light of geographical & cultural peculiarities, its own policies & resources etc etc - a system approach lets say - even if the tools reamain the same, they may use them differently.

if the reason is financial or personal it will surely increase litracy.but if the drop out reason is lack of interest , then nothing can be done

Certainly, it would increase the literacy rate provided this method works. But atleast we should see it as a TRY rather than just sitting and doing nothing about it. Sheetal, I understand your question is regarding bringing the drop-outs back to school and provide the education to level-Up the literacy percentage! if so ofcourse it will level up the society. and there are various reasons for the drop-outs. Family background, society where they living, family support etc., not everybody will leave the school purposefully as they dont want to study. if situation is favorable now, definetly they would puruse the education; if sheetal you have to argue and presume that drop-outs will leave the school again, then the entire objective of this excercise will fail?

I dont think so cause the very fact that they dropped out proves they are not interested. And interest in literacy should come automatically and not out of coercion or incentives. Then again, a research has to be conducted to indentify the facts that lead to dropouts so that these issues can be addressed in future to the extent possible and also identify genuine cases like students having to work to keep the home running etc.

Sheetal the duty of good government is to try and bring back the drop outs with a little bit of carrots like mid day meal dress may be a cycle and assume even if 20% stay back will make a huge difference to the country as a whole.

The major reason for school drop out is that the parents cannot afford the costs of education and also the earning capacity of the school dropouts to improve the living conditions of the family. The state Governments have started the midday meal scheme for encouraging the school dropouts to come back to school and also legislted against child labour. The school dropouts leave once the midday meal is taken in most of the cases, the implementation of legislation against child labour is not effective.
