Budgeting is an optimization technique suitably adapted to work with the Reforms requiring sequential decision making to search for an optimum. The Reforms are known as sequential decision Reforms . A sequential decision Reform is loosely taken toward some common benefit goal . Imagine a Reform that breaks down into a series of sequential stages as for instance activity of a heavy Industry for several fiscal years . Some Reforms break into sequential stages in a natural way . In other types of Reforms the partitioning is manipulated artificially as , say for example in population growth , which can be conditionally broken down into stages or steps each of which takes some time to be accomplished . A Reform can be characterized by its effectiveness in more than one stages .The effectiveness is to be called Reward . Further , the total Reward of the Reform adds up to the Rewards at separate stages additively . Thus , a Reform concerned might be a controlled Reform which means that changes choosen affect its effectiveness and hence final Total Reward . A choosen change may select an immediate Result but depends on Total Reward of the Reform . The set of all choosen changes constitutes a Policy pursued on the Reform as a whole . It will be a tough task for the FM to take into consideration of both the points but personally feel at this point India needs more reform in its policies to achieve its growth target.Reform in FDI policy,proper guidelines for implementation of DTC and GST,policy to handle money laundering,hawala and putting a strong grip on corruption is need of the hour.

Dont forget there is an election looming up and with this kind of inflation, there is no way that the current govt. will survive leave alone win it. Hence it is time for defensive measures to manage inflation.

Well apart from this, the budget will always focus on the vote bank politics and all the govt is doing the same thing during the election which is going to come very soon. it is very vital that the inflation needs to be controlled and when we think of our trade deficit being experienced, how the govt is going to implement the control measures to decrease the effects of the inflation with other development planning is the great question mark. Inflation can not be eradicated which is very common everywhere but can be controlled to a greater extent. Thanks for the referral Ms.Rashmi Patil.
