The rapidly increasing prices of gasoline have made it very important for us to be frugal with the natural resources. Yes it will. Obviously you can improve your HP by putting on a better exhaust system.This Can  translate into better MPG as well. Drive Vehicle Sensibly: Avoid aggressive driving. Speedy and rash driving, rapid acceleration and irrational use of brakes wastes gas and so all this should be avoided to lower the gas mileage.

Also if one wants to be with the present driving cycles (Due to reason of traffic and so on ) , with EGR one can expect the Effeciency to go up ( till 7,5 to 12%) in certain operating points ,especially from low loads to part loads range, and will start having -ve effects in high loads. So the driving cycle if being in this range will definitely improve the effeciency with EGR. EGR -> Exhaust gas recirculation. Also there by reducing the emissions. By the way EGR saves fuel consumption too , as unburnt carbons are passed to combustion chamber again.

Nope it is not a better exhaust system alone, it also has to do with your way of driving, traffic conditions, car condition etc. Also any type of fuel today be it gas, diesel or petrol is a polutant one way or the other.

You need more cleaner and greener fuels that leave little residue after burning.

Generally no. At the power levels that your engine works at for the majority of it's time (i.e. the range which mostly dictates your MPG) the exhaust flows are low and even a really tiny exhaust will produce little restriction. There are always exceptions though. If anything in your current exhaust is plugged or crimped then you stand to gain something decent.
