Can CPWD DASR shall be treated as complete guide to cost analysis as followed by all government organisations

I must say no, as the cost component taken in DASR are limited to part material/ part labour cost, while construction cost analysis is a dynamic subject.

In this cost attributed to general conditions of contract and special conditions of contract are not accounted for, overheads are not rational in terms of turnover of project vs duration.

In my opinion DASR shall do not provide Total Cost Analysis Sheet to understand the dynamic cost which shall be guide to arrive at total cost and shall be assesed on variants specific to site conditions.

Dynamic Sheet can be

 

1.Establishment Cost

Stores/Office/Security Hut/Staff/ Laboratory, T&P Mobilisation, Demobilisation, Fencing of plot, Arranging Water Source/Electrical Source, Stutory Permissions

2.Capital Cost/Finanace Cost

3. Materials

Sampling and Prototyping/ Testing/Basic Cost/Freight/Loading/Unloading/Obsolscense

Labour : Basic/ESI/PF/HRA/Travel/Phone/Food/Leave Encashment/Creche Facility/Gratuity

GCC: Safety/Protection of Installed Materials/Lead/Lift/Scaffolding/HouseKeeping Consumable/T&P Rental/ Consumables (T&P)

Over Heads Site Staff/Security/House Keeping/Head Office Expense/ Liasioning/ Admin & Accounts/Stores.

Missing Factors can be acknowledged

Than one can foresee profit in the project.
