Yes! why not? After all he is elected by people, people have given him Responsibility to represent them (there area)directly to the government. So it is minister's duty to take those responsibilities and act according to their right as an representative, he may criticize other ministerial team members, until an unless it is not releated to country's pride & safety

No. One Minister may not criticise another. Basically, it is the "Collective Responsibility" theory of Ministerial Body comprising all ministers ( The PM is the leader of the Body ). In recent times : ---- Digbejoy Singh was opposing (policies) of Mr Chidambaram ---- Mamata Banerjee frequents with such practices with Chidambaram --- Tharoor was all against our PM's direction for austerity --- and now Mr. Jairam However, this is a matter of the inner circle of UPA, its allies. We, the common man are benefitted by getting inside news - we have nothing to object.

Yes they should come out with a truth. IF they finds something wrong with their own ministers and ministry they should criticize it. But as per party norms and culture it is wrong.But if issue is in the favour of the country they should take up the issue in a proper manner and keep in mind that its not simply a leg pulling of the colleague minister and for sake of numbers.

I am not sure where YES figures , but I think any individual , who is part of a group , should not criticize another member of the group , in public. This not only applies to the government , between ministries and ministers , but also other groups , such as the workplace , between colleagues / departments , and even within the family. The whole purpose of criticism , is that it improves the person being criticized. Hence the criticism has to be couched so that it achieves the end purpose. Criticism either to show one's superiority , or to pull down the other person , is childish , reflects one's immaturity and in the final analysis , meaningless. Secondly , the criticism has to be made in the proper fora , where the recipient also gets a chance to defend himself , and the group , as a whole , comes to a consensus on the issues involved.

NO The kind of criticism that Jairam Ramesh had many things wrong with it. 1. Criticizing a fellow minister if fouling one's own nest and that is not on. 2. Crticising another departmentis in bad taste that too when on foreign soil 3. All matters concerning other countries have implications on external affairs and defense and in this case home ministry and commerce as these too were involved. such comments compromise other minister's ability to function. In short it is extremely unprofessional to do such a thing.
