An old sage "What cannot be Measured, cannot be Improved.".Is it really true?Do you believe a Tester's Performance should/can be measured?

Yes of course. Depends how you do it, though. For functional/Test Automation - Defect Ratio, Test Ratio etc. are commonly used. For performance- depends on the goals.

In my opinion tester performance can't be measure as there different issue that we can't get a good control situation together for making measurements; that is, a tester's performance will always be appropriate (or not) with respect to some task on some project developing some product by some developer(s), working on some body of code at some level of complexity--where each some is a free variable. Will this measurement be valid with respect to any other?
What do you say guys??

YES agree that a tester's performance can be measured, but only by one dimension or factor at a time. If you want to go a good job of measurement, you have to measure a on bunch of dimensions, many of them subjective... and then you have to weigh the relative significance of the factors.Which will increase the efficiency of the tester by providing him proper feedback.

we can mesure the testers,even though developer's performance with the help of scrum,

there we have a freedom to choose our task,and we can put the time for the task,

if the module is completed in the time ,then we can say that he is a trusted teser

Testers performance cannot be measured but we can improve the Testers performance by assigning them to one project for long duration, Involve them in all the project meetings, discussions, project design so that they can understand the project well and can write the test cases well, Encouraging them to do the extra activities other than the regular testing activities.

Assigning him to only one project will help the tester to improve his performance, whereas  involving them in discussion should be mandatory in every project.

How effectively you will measure the performance is a big question?
It is the challenging field which is related to different topics.As it involves human emotional. It is nothing but judging People .Sometimes we can't even judge ourselves all the time correctly.How can we judge tester.
Definitely , testers performance CAN'T be direct proportional to "No of TCs" or "No of Bugs".
