The broad plan for Census 2011 – before the Prime Minister's announcement of May 7 – was to get it done in two phases. The first phase would involve housing surveys, while the second phase would involve actual headcount. The housing surveys are being conducted in several States and the headcount is expected to begin from February 2011.

As per the original plan, data on 15 demographic and socio-economic parameters such as age, sex, religion, literacy, mother tongues/languages known, economic activity and status, migration and S.C./S.T. status were to be collected. According to Home Ministry officials working closely with the RGI, the task in the second phase would become harder if the government's May 7 promise in Parliament is to be kept. Chidambaram himself had drawn attention to this aspect during the debate in the Lok Sabha when he said that the census enumerator is not an investigator or verifier and that the person has no training or expertise to classify a citizen as a member of the OBC or otherwise.

Let us actually see how much of SC/ST, OBC, etc., are there and if their condition has improved after independence. Based on this further action can be taken.

In the first place it is a clear fact borne out by earlier censuses that the S.C./ S.T. population in the country is close to 25 per cent. There are also indicators to show that the several upper castes put together would comprise about 20 to 25 per cent. So, under any circumstances the OBC population would be between 50 and 55 per cent. So nobody need have any fears about OBC population figures surging through the roof. What this exercise would do, if the government carries it out properly and diligently, would be to provide all official agencies with authentic figures on different social strata in the country. Moreover, census only provides base figures and it does not preclude legitimate information and certification required for inclusion of castes in an OBC list. So, there is no basis for fearing a caste-based census and the data it would throw up.

Yes surely,

the reservations are kept for minorities & so it is necessary that have the minorities used this or mis-used this.

& more Important Questions "ARE THE MINORITIES BECOMING MAJORITIES"

So it becomes necessary to evaluate.

Clarity on count is essential requirement of planning. And until doing away with reservations based on caste it is a requirement.

caste is a reality in india ,, a stigma .. which carries with you from birth to death ..

I AM A DALIT WHO can beat any one of you in INDIA ..

u r successful because u have a surname sharma .. gupta .. singh ..

nobody can argue with me anything on earth & win .

u know i am a clerk ..despite being a meritorious one .. but u all r minting money just because of ur surnames and nothing else .

where the crows rule .. swans are poisoned ..this is india .

Let us first accept that how fast we modernize our self.. caste system has deep root in our country. Right from education to job to various programs we are divided over there itself. If our root is divided over caste we cannot deny that caste base census is an offense. I truly support caste based census as it gives us insight view how we are divided and what measures we require to uplift if caste system is going to create problem in future.

one more aspect should be added in the data contribution to the caste/ region/ lanuage / country/litrature/science/defence/& other areas by that caste. certainly it will generate true image for working & parasite caste in our society. nothing more unfortunate could be that to introduce it our society at childhood level.

Yes, for as long as Caste-based backwardness is the criteria for Reservations & Scholarships, it is essential to record the populations of S.C., S.T. & O.B.C.s.

Caste based Census is not required if we are living in a Casteless Society - which is also an ideal Society.

Hello!! On the Sunday last[23rd,May], the census team called on me at my Residence at 10 AM.The Team-Head is a Lady.Asked me whether I have a Radio.I replied Radio is outdated.Now-a-days ,it is Television to enquire about.But,in the prescribed format,TV IS NOT INCLUDED to my surprise. Next question is what is my Caste .In my SSC Certificate , filledin by my Daddy when I was a minor,it was HINDU BRAHMIN . So, I told her the same but added that I don't have a Certificate of recent times to that effect. Incidentally, the next question is whether I am married and I replied that I am a permanent life-long Bachelor remaining as a   Unit of Life .The Constitution of India does not recognize Bachelor-Individuals apart from Individuals.In the pre-amblem to the Constitution of India, Individual finds mention and people find mention.But not the Family finds mention.Obviously, Individual is placed above Family .Therefore, Caste-based census formats are outdated without rationlization for longer periods.Moreover, We have in India Registrars for Births, Deaths , Marriages , Gifts, Companies, Properties  , Partnerships  but not for Castes or Friendships or Enemity so far as my knowledge goes.The Registrars being the Authorities concerned ,their Certificates are authenticated but not that information from time to time collected as Census Records.  An Individual and/or a Family given a chance by a third party like Schools/Census Team might give misleading and wrong information so to say to err is human. NO INFORMATION OTHER THAN MENTIONED IN THE REGISTRAR OFFICE RECORDS SHOULD BE TAKEN FOR ANY POLICY-MAKING WITH POLICY-DECISION. The practice of taking for granted the Date of Births available on High School Records as bonafide is deplorable as these are merely quoted by the parent in the interest of eligibility for School-Leaving Exams ignoring the original while the same becomes a base for future Service Records .This is a double fault since schools are not Places of Births but are meant for Places of Education; secondly, a Service Record should have recourse to Registrar's Office Records but not Schools.The Schools should get verifications done from the Registrar's Office concerned.

the caste based census is totally wrong. there should be plain census i.e. without caste and the caste should not be the base of any thing in our country. it was a very old system and in today's system there is no place of society divided into castes. caste should not even be asked for anything i.e. education,job etc. if there is any reservation is necessary, it should be based only on economic conditions.
