We often here people saying Cheap & Best? At the same time we keep hearing, anything not rated as best, as cheap stuff. In reality how can there be the best in quality be cheap? If it is meant that for the same grade of "Best" one of them is cheaper than the rest then it camn be referred as cost effective rather than calling it as Cheap and best.
