citizen conduct in public space

I have found in most cities starting from Delhi, Chennai, Bangalore.....the practice of residents particularly in high end localities conducting themselves in a manner as if the whole area belongs to them egs . carrying their pets (dogs) in the morning in a manner that spols the neighbourhood (droppings), disturbing other users through their callous approach and arrogance by letting lose their pets on others, in Bangalore using public roads in residential areas to conduct their private functions by even blocking the roads for traffic and other users, encroaching on road space and foot paths to create their private parking space and private gardens, throwing all kinds of waste / debri on the roads / neighbours compound if he is not around, putting on high volume music which is music only to them that too at odd hours, blocking smooth traffic by hapazard parking in public space, ... The list goes on. Is n't there a way to tame these educated animals
