Code of conduct for Peoples representatives

How Peoples representatives (MP's, MLA's/MLC's, Members of Local bodies and Village Councils) conduct themselves in the parliment, Assemblies or councils etc and outside, in the society is very important. The Role of Peoples representaives is to make Policies, Rules, Laws, programmes to reduce poverty and bring in socio economic equity among the citizens.

To effectively function as a representatvie of people a person should not only be literate (Read, write, speak and understand) but also be a good PR, honest, capable of comanding respect and with out any criminal record. A person who has failed to pass even 7th grade and not mastered anything which he can learn even in Natures school be expected to provide good Governance. Unfortunately Educated and People who are capable dont stand for elections and probable dont vote. Political parties are controlled by individuals and their families and are like dynasties which ruled this country. To be in power they encourage and give tickets to mostly to those who can win elections by unethical means. Few Educated respectable who manage to get tickets just become puppets in the hands of others and the leaders of these modern dynasties. Any party which can get 35-40% of the total votels polled representing only <20% of the population rules the country. All Gonda elements and thieves want representation for them and wants to grab power. In the name of democracy and bring in equity can we give them representatatyion in our parliment? What Policy such people will make, Wjht rules and laws they will bring in? It is high time we do some thing to protect the democracy becoming a tool in the hands of such elements.
