A company has to stick to its core competencies. If construction is not one of them, it will be better to have a small core "civil construction" group and outsource the entire process right from concept, design and execution. The core group will have total monitoring and control.

Out sourcing depends on many factors like Project type, size, cost, complexity, nature etc. However outsourcing have been proved effective method to inhance the development path for any nation. It is not possible for any company to hire permanent 3M as financially it wont support. Out sourcing under proper supervision and strick guidance has always proven to be effective. The question can't be answered by a single YES or NO.Lot of issues and circumstances are involved to take such decisions. Neither it is advisable to outsource everything, then why are you a builder? Nor an agency can afford to do everything ;today's specialization and expertise s are too many. Hence, the paths are to be adopted selectively on merits. I shall always suggest that the builder should have the basic infrastructures and experienced people to handle projects.

Outsourcing is inevitable sepcially for developers. The project is not all about outsourcing only, it has many components/aspect that has to be looked upon & agreed. Time, cost & resources are the key to the success or failure of any project. Any developer that needs to deliver project on time within stipulated budget must plan to outsource few or many task to the professionals in order to meet above criteria. Outsourcing is required to curtail additional over heads plus it gives professional edge along on various technical verticals.

The developer shud look out for a competive contractor and enter into EPC contract keeping all the approvals in his hands and Design and execution in the contractor's basket for which developer can also bear a bit more cost which will reward him more in future or at sales.So in this way the developer keeps a check on the design and execution and the materials used in the construction activities.

The concept of oursourcing has emerged immeditely after the independence. Earlier, the promotor or th developer or the government used to procure the materials and hire the manpower on daily basis (Muster Roll System ) and execute the projects. But after that, due to ineffective administrative systems, corruption, inconsistency in deliverables of the employees, the concept of oursourcing has come up in civil engineering industry. consider PWD, Higyways or any government department, private companies, they could execute the projects only by outsourcing. To ease the process of outsourcing, the concept of PMC has come. The Project Management Consultancy which is acting as a nodal agency on behalf of the client in coordinating the Architects, Design Consultants, The vendors and the Client. So, the civil engineering or any industry can not sustain with out outsourcing. Consider the auotmobile industry, they do not manufacture all the parts, they only assemble - more than 50% of parts are outsourced for manufacturing. See the manufacturing units of computers, they act only as the assemblers rest are outsourced. The premier developers who have been doing their business by their own also have cut short the staff strength in the recent finance crunch and had gone for out sourcing. My view Owner decides a contractor on the basis parformance rating of the builder including his/her Subcontract management capability. which again looks for good subcontract mangement system a part of (ERP?) Out sourcing execution partners is inevitable for a company having minimum or no infrastructure, further they reduce liability on investments and maintenance on equipments machinery and staff. More specific the job better monitoring and controlling of task, inviting the entrepreneurs and growing together would be like, live and let live. As far as the technical and management partners are concerned, unless the company has the root of expertise with experienced technical team it cannot afford to venture into the projects without outsourcing. However, by outsourcing the technical experts one can demand value engineering.

Outsourcing is a relative term and it depends on what you outsource. Inhouse infrastructure can be helpfull in the case where you do typical works and you have strong technical side in the top management. If any organisation that is promoted by non technical people, then outsoucing is the only answer. Thus, leaving the top management free for other sides of management like marketing, financial management etc. However, total inhouse facilities are not advisible because then there is no independent thinking. Everyone is prejudiced in some way or the other. Hence, design part can be outsourced, while execution and management can be done inhouse. However, if there is no strong technical representation in the management then even execution and construction management should also be outsourced.

Looking at the bigger picture, Outsourcing is the need of the hour inorder to develop a pool of specialists. Except for some top players in the industry, most of the builders do not have specific expertise across the process of development. When these entities do not outsource work and start doing things inhouse , definately they are on the path of gradually training themselves but at the cost of the quality of the product.

I think that out sourcing is a need of the times for big projects for which quality and project management are of vital importance. It is not realistic to expect all builders to have every capabilities in house. However, for outsourcing to work, the co ordination and communication and drawing / document standards have to be clear and proper. So I feel that the current trend towards outsourcing will help create better standards of drawing and documentation in India.

First of all, why do companies outsource some or all of their activities? Companies outsource weak business areas and concentrate on strong. In a backward integrated model, there is hardly any need for outsourcing as most of the activities are directly undertaken. If Companies are to outsource all of its activities then what is the role of the brand? Yes, construction companies may need to outsource some of its activities. For example, those that involve high Infrastructural Investments, professional expertise etc.. Construction being a highly sophisticated area, core activities that are outsourced need more overseeing also.

I believe involving specific parties for specific jobs will bring in a lot more experience to the team and this will help the project. Although the parties should not be so much (in terms of numbers) that co-ordinating among them becomes an issue. Keep it short, precise but dont cut people who are really required.

out sourcing is a better option. but it needs more effective and efficient management to handle number of agencies and to deliver projects. each agency brings in its own core expertise which can be very beneficial for quality , quantity and time factors. the owner should have an good management team which can co-ordinate with number of sub-contractors. also it is not possible to have many speciality areas in-house.

According to me developers who opt to do everything themselves are usually construction companies that have moved into the property development business. The only risk they run is in relation to the subcontractors. In the mixed option of outsourcing part of the construction work, the developer enters into several contracts involving economic risk: one with the prime contractor who carries out the main package of construction work and others with the subcontractors that have been selected by either the prime contractor or the developer to carry out other processes. In this scenario, the developer's experience in managing works contracts is crucially important. So it will be better if Some of the work is Outsourced to others which will really help according to me. What do you think guys?

Its surprising for me that Mr. Venkatesh from L&T is opposing the outsource in construction, where L&T is a biggest contract company in INDIA. Naturally Outsourcing may definitely affect the flow of works since the purpose of the builder & the contractor is different. But ultimately we go for outsourcing since we may need their expertise in the field or for low cost.

Dear mr subrahniam, I fully agree with oyu as regards oursourcing the part where own knowledge is critical and a differentiator from other contractors but some item of work where not many specialised agency like water proofing, HVAC etc could be outsourced with full control of quality via a Construction ERP by the contractor, Same ERP should have a subcontractor management and rating features also.

Employee management is staff function not construction indutry according to my knowledge.I suppose you will agree with me key differentiators between builders( contractor NOT developer) is the construction method & technology of using optimal resources and project mangement skill . As per experience in htis earth specialy in INDIA margin on items of execution o fproject is very much guided by this factors. Obvoiusly if an construction organisation and managers can no t protect its business value how are they going to attaract customers from competitors? Also what Value differentiator to customer? Yes there are construction companies in India using outsourcing not entire project but some activities thru good subcontractor management .

I fully support this as you know same subcontractor who is today's outsourcer to youtake all the free knowledge and goes to competition because his margin is more from compettion because he has learnt at the cost of RISK and QUALITY failure of original cantractor. Those who are arguing for utsourcing has not looked this opart of cost and leakage of margin when developed sub contractor flies away.

There are couple of aspects, 1) you increase the your project by 15% to 20% 2) There is no direct control/ check on Execution of work , which might result in BAD quality. 3) As the margins might be low the Contractor involved in outsourced activity might cut in materials like cement and steel. 4) No direct check on Incoming materials for quality ( sand- silt, Aggregates- grading- Impact, Steel- bend rebend, and so on). The contractor be more of a commercial oriented man than a Quality conscious . So i strongly feel that the construction works should not be outsourced

I agree with the view that having expertise in the field of construction, no one should off load his task by outsourcing. Outsourcing will undoubtedly give direct benefit of lesser overhead expenses, almost riskfree returns. But the great danger is by outsourcing, one is increasing his competitors in his own field where in the long run, he will have to face difficulty for sustainance.

Absolutely right, I am also working like oursourcing orgonization. the same problem coming with us also, the developer communicates something and we are understanding something. for us our construction going on in middle east, developer is in Japan and the contractor from Malaysia. Can you imagine the project will complete smoothly? Outsourcing is good, because every thing is not available in one place, but it should be withing access9ble limits is best. But not like my org. project.

I am not in favour full outsourcing, partial outsourcing is favourable. As in India, construction Industry is dominated by people other than qualified engineers. lack of Quality consciousness is a major problem and short cut and crooked methods are adopted. Experienced and honest engineers are not encouraged, and that is why, we see the pathetic conditions of our roads and pot holes. Even the PMC's do not put their foot down on quality issues and hence, what is the use of going for OUTSOURCING. In Middle East, where comparatively quality of construction is much better, most of the jobs are done inhouse( departmentally) the results are far better. In the economic sense, if you have the competence and knowhow, it is better to go for inhouse. further co-ordination with various agencies is a major problem. WHy we would owner or client give us a construction project if we are getting it done by some one else? No amount of technology or communication can assure return from investment a contractor is making for the awarded contract unless the invoice outstanding and working capital is controlled. Greatest knot of Invoice certification by PMC or client gets delayed for reson of quality or others. Lower PAT from project will get further reduced by Outsourced ocntractor because his return getting squezzed. Industry today as such following concept of back to back to back for certain items where margin could be squezzed from Outsourced contractor and soul responsiblity of execution lies with original contractor. Construction is asset building process and capital investment ofr owner or client if asset built by outsourced contractor does not have brand or effieciency touch of original tender awardee what will get marked as best structure or what will be fate of asset to be claimed as master peiece by Jury ? Is not today's SUbcontractting is glorius outsourcing?

Well, I don't think its a good idea to outsource in construction industry. There are many weakness in outsourcing which has not been overcome yet. For example, the basic common problem is communication gap. Because of lack of proper communication, many a times end result don't come as planned which may lead to losses....

Other areas in construction industry are also equally important where companies have expertise to carry out specialized works and would not prefer to create competetors if risk transfer is not the objective. Look at few upcoming companies in infra area where 5-10 years back these companies used to get a pie of main work from main contracors and were working as sub-contractors. As long as it is win-win situation for both the companies outsourcing is definately blessing as core business for both companies is protected but if core business is same this becomes not so good proposition strategically.
