The focus of this debate is to examine the impact of the proposed Communications Convergence Bill. The ambit of the bill is restricted to internet telephony as the novel and cheap method of communication and of conducting business over the net. But making it a reality just on the basis of cost factor doesn’t make me wholly happy. So lets quickly debate and put forward our opinions about this new revolution of the future.

It is right on the part of people as well as the telecom regulators to feel happy as this bill will set off a new thing that was always seen but never thought of. The best selling point in Internet telephony is its cost effectiveness. Since Internet access is readily available, the cost of the telephone service becomes minimal. The long distance fees can be reduced significantly by trading-off the sound quality. The integration of data network and voice can also reduce the number of lines needed to access both services. Besides, the fact that there exist a large number of vendors competing for this potential market will also result in a minimal feasible price. So calling friends in US now will not be a costly affair for me.

Even though Internet Telephony is rapidly progressing, it still has some major issues with reliability and indeed sound quality to battle. These problems are primarily attributed to bandwidth limitation and current compression technology. Most companies fail to mention the limited bandwidth under which most systems operate. If the bandwidth gets severe enough, it quickly becomes impossible to hold any conversation, and the user will be forced to disconnect from the network and try to re-establish a connection when the Internet traffic load has reduced significantly. This problem naturally makes it expensive to use, with most companies wishing to reduce expenses by opting to confine their Internet Telephony applications to the Intranet. So cost cannot be the sole factor on which its efficiency can be decided.

I agree with Deepa. IP telephony applications are more suitable for intranet users.


IP telephony applications are based on packet switched technology and thus need to be operated under controlled bandwith network. Voice is real time, and loosing voice packets or late arrival of voice packets can cause lots of confusion, and even disconnection of call.

Even though IP telephony claims that it is packet switched technology it still requires to reserve some good amount of bandwidth before hand. Its like a best effort service and not a guaranteed service.

So if quality matters then more bandwidth is required and thus definitely cost will increase.

They are few QOS techniques which can be used which will give preferential treatment to voice packets compared to data packets, but how far they are successful and implemented on internet I am not sure.
