Leaders/employers in an organization should be knowledgeable and should recruit candidates as per the need of the organization. For example a person who has no interest in writing codes can 't be recruited as software developer.

So interest plays a vital role.....

Do we still feel we are at school and the teacher or parent will rectify our behavior whenever we are out of the line; if so then strict workplace policies are for us. In my opinion every manager should monitor his/her immediate down-line keeping individuality in mind. Hence if any discrepancy arises w.r.t. disturbing others the immediate manager can call upon the respective incumbent separately and discuss it out with him/her. If the disturbing entity continues the same practice in future, it is the manager's duty to report/escalate this behavior to higher/respective authorities to secure the working discipline of that house.
