Frankly. If someone puts a large pouch of hot sand and runs sea water through it, it becomes drinkable. And I'm sure we have adequate water resources for as long a time as we could think. now lets add the questions. what happens to the levels of necessary minerals that we need in drinkable water. what happens to the bio and chemical toxins in the sea water. these need to be managed and controlled.

When the going gets tougher the tougher gets going.  I remember buying a glass of water at elephanta caves an island near Mumbai, in 1984 for a o.25 rupee coin. We laughed at the fate and feared, what would happen if this happens in our cities. and lo, we have the mineral water bottles which is part of our daily lives today. Cities like Chennai which have serious water constraints are building RO(Reverse Osmosis) plants to treat sea water and make it edible.

so, it is getting expensive but not scarce for sure. And govt would have to use technology and make water available to the common man.

Also, with the kind of technology available right now, i think water scarcity is the last thing we need to fear, as far as resource availability is concerned. immediate availability to common man and socio political constraints are always bottlenecks which hinder progress on a spectrum of issues including this.

"There is enough resources for everyone's need but not for everyone's greed" is an ingenious statment by Mahatma Gandhi. The amount of water in the worled is enough for all mankind, but the availability of fresh water is distributed unequally over the world, therefor water has become source of tension between nations.
