Khaitan ji, I appreciate your comment. Yes. I, some times, use metaphors and similes. Some may grasp the depth involved and some may not. Let me, from now on, try to state my views directly, not in round-about manner. "Corruption" is akin to "dirt". Therefore, Jan Lokpal Bill, in my view, is not the only solution to any of these miseries. We have Law, Rules, Code of Conduct, etc. in abundance. What is lacking is "will" to enforce "uniformly". Enforcement is happening, but used sparingly to settle scores. Some one said, by offering bribe to a traffic police for violation of traffic rules, the giver is saving Rs.400 by offering Rs.100 to the Traffic police for a Rs.500 challan. Here, the beneficiary is the one who breaks law (four times) as against the one who receives it. "Niyat" should begin from every individual. "Charity begins at home"! What we need in the current circumstances is to reduce the overlapping, bring in "one-window clearance", reduce, as far as possible, red-tapism in bureaucracy. I suggested the funds meant for flagship programs should be routed through 10-member "Gram Sabhas". The members of this Gram Sabha should be having a balanced representation from the persons who hail from the Block, Taluka. Every Gram Sabha should be having representation from legal community, academicians, media personalities, social activists, artistes (who promote art and culture), and also from politicians. This Gram Sabha should also involve eminent "Social Auditors", not the CAs, but those who are having social science background who should be asked to monitor the progress of the projects, map the projects to timelines, objectives, outreach activities, and outcome. Then only we shall achieve our goal. India requires monitoring at every stage not a post-mortem reports.For e.g., Rs.40,000 cr. allocated to Rural Development Ministry. If we control these flagship programmes, at least half of our problems are solved. You must remember one thing. The Commissions from big projects are passed on through various international routes, most importantly, Mauritius route to Switzerland. If we follow UN Convention on Corruption, we can arrest the money flow. We need to look at these aspects. A lot can be written about it. We need remedy from every direction.

It seems you are trying to show your knowledge of Chemistry - Specially Soaps & Detergents. I know you, but many people will not understand, what you intend to convey.........

The reason is simple. Corruption in our country is not because we don't have adequate laws to tackle corruption. Rather, it is the non-implementation of those anti-graft laws. In short, problem lies in people running the show and they come from among us. Until we are reformed from within, no law, howsoever, meticulous it may, will not give us a corruption free nation. What if, the Lokpal(s) become corrupt and make it tough to carry out governance?
