Huh, our = Indian Intelligence Agencies? The last time we had anything worthwhile was in the times of Kautilya (Chankaya). Maybe RAW,CBI,MI etc....need to read up Arthashastra.The real question is not the failure of Intelligence apparatus,it is the value we have towards the life of an Indian? Do we care as a society(of which the Government, is a part of) or do we not? If we do - a la the U.S. Government or the Israelis, we could fight terrorism, not only within our boundaries, we could crush it across the world. It is the common will or public opinion towards putting up with what happens to us, and the stand we take there after, that has been questioned again, and again, and again.....we could otherwise beat up our collective jingoistic chests - watching a Indian cine version of anti - terrorist blockbuster and go to bed. Amen.

Of course Ms. Seema. Terror strikes happen when the country is embroiled in controversial issues. Maharashtra CM makes a statement "It was a mistake to offer Home portfolio to NCP"! If we analyse this statement deeply, its a collective failure from every segment, including intelligence! We also heard irresponsible statement from MNS. No one is willing to take "collective responsibility"! People of Mumbai are forced to take care of their security on their own!

Eliminating terrorism is not a single responsibility of somebody or some organization , it is collective responsibility of all citizens and the government. a). You need to get rid all policemen who are corrupt, religious fanatics or lazy. Can we do this in India? NO. b). The citizens and society should be prepared for sacrifices. You cannot beat-up non marathis and then expect a perfect co-ordination from all residents of mumbai. Those who propagate hate in the society should be punished(irrespective of whether it is a hindu/muslim or marathi/non marathi). Can we do this in mumbai? NO. c). Terrorist always takes advantage of the lack of unity among citizens. We are unable to bring unity among our citizens. d). There should be designated space for parking two wheelers, cars etc. Can we arrest people in India who violate this? NO. e). There should be perfect co-ordination between various government and non government agencies. Is this happening in India?.NO. f).When there is a change in the government from UPA to NDA and vice-versa, there should be NO change in the security policies followed to fight terrorism. Right now the policies change as the government changes and hence it is advantageous for terrorists. The fight and lack of unity between UPA and NDA is also being used by terrorists. SO, preventing terrorism in India is not rocket science BUT indians simply don't want to do it.

I am strongly disagree with above satatement,because intelligence is depend upon the information channel.In our country proper channalisation is the problem, cordination & lack of hightech communication equipement is the basic problem.I would like to add one more thing is that Indian govt. should give rights to some private intelligence agency like in US & europe also formation of that agency with senior person of army,police and other forces. Other thing i want to say that if Indian Govt think about the development of Rural Areas,like plan to set up the companies so no more people think about to came in cities for employment.It also solves the problem of govt. to provide the resources for every person in cities.Police also take care of all states of every person well.I think this is main problem of Bomb Blast and terror threats.Non-development of rural areas,if these ratio is balanced then every problem is sort out.

See Madam, its not who has intelligence. But it counts when people who have commitment and patriotism. You cant be a terrorist without these qualities. If our govt has these, we would have been brighter than we are!

Terror has not beaten the Intelligence. But, assume ably, there is a failure. May be that, the intelligence supplied is not sufficient, or at the assessment & evaluation of it under-rated, or there may be delay in processing & implementing it , or a poor co-ordination among its various wings. We can not rule out local Black-sheep for monitory benefits or even Business rivalry. However, every citizen has the responsibility in the society where he lives in to curb terror by timely giving out whatever information he sees/collects on the spot to the appropriate authority. We live in technological world where anyone can be fed such information at the shortest time. Rather ,we need to be an additional Informer to Intelligence to fight terrorism.

One thing I would like to share here. Intelligence inputs do receive and are disseminated to all. Local Police are time and again fail to attach importance to those inputs. Corruption at lower level failing the system every time. Vulnerable points have to be kept under constant watch and covered under CCTVs and monitored every minute. Punishments to erring officials have to be strictly implemented to get the results.
