As per the statement.. In a fluctuating environment, an agile and quick responding company, stands to gain advantage. Quite logical. The need to question is the validity of a fluctuating environment if this were to be disagreed upon.

"Business Process Management" in its strict definition stands for a collective term for applying various tools, making decisions, implementing and monitoring the decisions for managing the Business". As per definition, BPM stands for much bigger term than Cost cutting. As such, Cost cutting is one tool in the hands of BPM. With this view, I feel, it is not right to say BPM is a tool for cost cutting. As concluding this, the question of effective or non-effective does not arise
