The design of the .NET Framework allows it to theoretically be platform agnostic, and thus cross plateform compatible. That is, a program written to use the framework should run without change on any type of system for which the framework is implemented. Microsoft's commercial implementations of the framework cover Windows, Windows CE. In addition, Microsoft submits the specifications for the CLI (which includes the core class libraries, CTS, and the CIL, the c# language, and the C++/CLI language to both ECMA and the ISO, making them available as open standards. This makes it possible for third parties to create compatible implementations of the framework and its languages on other platforms. On the basis of these specifications MONO has been developed and it can work on LINUX and windows both. I think this makes the point clear to all.

Dot net is actually platform independent, but it is true only theoritical. It can run only on windows platform. Here, if platform means operating system then it is not platform independent, but there are mono project of linus on which it can run.

.NET is platform independent. But it is not fully independent. As you can see that it is host specific. But yes if a program which is created without using any native call of any OS then that program will run on any platform without changing any code. I have tested it in .NET 2.0 for windows and also for Mono.Net 2.0.1.

.Net is theoratically platform independent as MicrosftSoft doesnlt implemented CLR for MAC & LINUS. But in future it certainly become platform independent. Although there is an Open Source implementation of .Net on LINUX called MONO.
