Not necessary at all the may be considered as flatterer not productive because if they are productive then they need not to be close to anyone in the organization rather it is the need of unproductive person to flatter and seem close to keep their jobs intact as they know that no other organization or manager may entertain their flattery. The person who is most close to his manager is the most insecure person in that organization.
