In the wake of the tragedy at Mumbai, should Indian industry, and more particularly the travel and tourism industry, call for stringent employment background checks?

My personal opinion is that employment background checks should be compulsory. Like one has to submit identity proof before acquiring a mobile connection, background checks should be made compulsory across all levels before a letter of employment is issued.
