But I think on other terms this $250 billion increase in equity capital might result in $3 trillion lending. So I think banks would lend the money.

But there is other side of this $250 billion that says that this amount is for banks to plug out their balance sheets from losses.

There is a limited possibility of banks lending that money because the present crisis did fall on banks as people could not repay the account now this money is not of banks where banks would have to repay it back. If people will not be able to payback then how would banks fulfill their liabilities.
