The draft of the National Food Security Act is going to be presented before Parliament in the winter session. This was one of the main promises made by the Indian National Congress in its manifesto for the Lok Sabha elections, 2009.

As per the proposed Act, the most vulnerable sections of society will have a legally enforceable right to food that guarantees sufficient food for them. Thus, every family living below the poverty line in rural and urban areas will be entitled, by law, to 25 kg of rice or wheat per month at Rs 3 per kg.

Several national programmes — Targeted PDS, Mid-Day Meal Scheme, National Food for Work Programme, Antyodaya Anna Yojna, Integrated Child Development Scheme, etc., — are already operational in the country to help achieve the target of food security.

But still, according to the Global Hunger Index, India is ranked 66 among 88 developing countries — worse than nearly 25 Sub-Saharan African countries and all of South Asia, except Bangladesh. Will making an Act ensure food for all and help in meeting the Millennium Development Goal target of 2015?

According to me it is a well thought out process, but then covering the BPL is the biggest issue here, as the percentage of this BPL is huge and the procurement and distribution cost to this BPL will be huge and i guess this cannot be beared by the government right now with keeping the GDP numbers in mind and also one saw in recent news where government was not able to provide godowns for the the wheat that was there in Punjab which was lost to excessive weeding caused by inefficiency by the government to store the food and that was let just lie outside and millions of tons of wheat was lost...it is a difficult task indeed but if they are able to achieve this then it will do a lot good...would  like to know others view on this.

The problem is, in our country, we have laws for everything but least implementation. Several laws to prevent hunger already exists in India, still hunger exists in India. In this condition, I don't think a new law will make huge difference or will take the rank of our country more than 66 in 88 developing countries. What I suggest is, government should focus on the previously existing laws and implement them more strictly. The only flaw we have it we are very good in making laws but very lazy in implementing.
