Ok I can give the present example of PR which is TATA Nano this car got a great hike not because it had hughe marketing but only because of a good PR of the comapny. Even after seeing this how can people even think of that PR would be taken over by some other medium.

PR is maintaing relation with your consumer and this could never be taken over, if PR is stopped then business will be stopped and this can never be accepted by companies.
