Though this is a question that covers International issues, I would like to point at that MOST governments are elected to that status. Government "per se" HAS to be trusted. If you have an elected government but do not trust them, the whole voting system needs to be looked at. The worrying issue is that INDIVIDUALS within a government abuse their status and that government bodies should better police such abuses by individuals.

Let me add to Deepak's view. Trustworthiness is earned by public servants in government offices if the citizens can see tangible proof of accomplishments, administered in a very transparent manner of governance. PATRIOTIC and DEDICATED staffs in public servants offices are knowledgeable and reliable sources of information of the government's affairs and performances. If these PATRIOTIC and DEDICATED staffs are discontented in the way government officials run the bureaucracy and they make it known to their countrymen, then well-meaning men and women in government service MUST take concrete actions to prevent government funds dissipate on dubious government transactions. If there a lot of well-meaning men and women in government service, the "evil doers" will vanish and the government functionaries can command respect, the government serving the interests of the citizens will eventually find the label of TRUSTWORTHINESS.

No ...not at all trustworthy. After all the scams & unwilling of our gov. to initiate any serious action in Swiss bank issue... makes it all clear. How can they just do nothing about it! They are simply hiding the names of their own! Anyone can guess ...who else can collect such huge amount of money other then politicians? It is most powerless and hopeless gov of some time...!

The loot of the country continued right under the noses of the people who were supposed to protect is a proof of the failure of governments of center & states. Alas the common people are helpless, the inflation is hampering the growth of our country. All this is happening when our neighboring countries are plotting against us. We all are tied up in scams, crimes, inflation, settling scores etc. May it be senior officers of defense forces, politicians, bureaucrats all are amassing wealth which they will neve be able to enjoy. Greed and self interest comes first and nation comes later. What a shame. The judicial system is so slow and full of loop holes that all the culprits either are never caught or easily get bail and roam freely in the society.

No. UPA 2 isn't. UPA 1 was when Manmohan Singh put his government at stake for pushing through the Indo-US nuke deal. UPA 2 has lived from scams to scams and has dilly dallied on the issue of nation's looted money deposited in Swiss bank accounts.
