The roll-out of the goods and services tax (GST) seems headed for another delay as state governments said on Wednesday that the constitutional changes recommended by the finance ministry to facilitate the introduction of the levy were lopsided and unfair to states.

Even as state FMs held forth against the proposed constitutional amendments in a closed-door meeting, Union finance minister Pranab Mukherjee sought to link the introduction of GST with reining in inflation and urged all political parties to back the levy’s introduction.

Yes, GST has been derailed again. Its constitutional amendments need the support of two-thirds of the members present and voting in both Houses of Parliament. In addition, legislative assemblies of at least half the states need to approve the amendment.

I strongly feel its too early to write it off as GST is headed towards delay.  Even for VAT we saw that the state governments had driven a heavy bargain, some didn't fall in line too.  

I strongly feel that the Central Government will push it through, may be with some compromises to begin with, but might tighten after every state falls inline.

Having said that, any major political storm in between, which will get the houses of Parliament on a standstill, will certainly delay process.
