India has been vulnerable to terrorism since over two decades. It's defenitely unfortunate to hear our Home Minister S P Jaiswal saying to media that the police force is trying to upgrade itself after the terrorists acted strong in the commercial capital Mumbai. But the question is, why terrorists always consider India a soft target to strike? Is it because of absence of a strong law against any act of terrorism? Is it because of absence of exemplary punishment provision for those who are involved in such act? Is it because the judiciary system that takes months to decide such cases the terrorists see a breathing time to react according to the situation? Is it because they are confident that the Indian Law and Judiciary can't act strong against them as the country is still affraid of executing the capital punishment sentenced by the apex court to Parliament attack mastermind Afzal Guru?

Our leadership should send the strong signal to all those countries including pakistan, involve in sending terrorists to our country that we will not sit and watch these attacks... and we we should upgrade our security system to combat with terrorists.

Terrorism cannot be checked by passing laws alone. Law makers will make the law, but who will enforce the law? and who will ensure speedy justice. The need of the hour is police and judicial reforms. We need a modern and effective police force that will be immune to political pressures and a strong judiciary to ensure speedy trial of convicts. All vacancies in judiciary should be filled up on merit ASAP.

Moreover, there should be better coordination among the various intelligence agencies.State intelligence agencies don't share information with each other and with the center. And there is too much in-fighting in RAW.

I have to agree with Mr Viswanathan & Mr Chakraborty at some point. The best example in front of us is of ...Afzal Guru. Due to absence of strong law and lack of willingness to curb the terrorism, frm across the border. We thinks a lot and execute very less, .... the next Afzal Guru....>>> Kasab. If u want to know how, just start counting days when Kasab finally gets the right treatment (death) by gov.

I agree with Sayan, take examples of any other country the people in that country love their country (atleast in most of the countries) but in India people are willing to move to other countries for money and if someone gives more money people don't mind the nation and feel that money is important

i think indian goverment is a developing one, every politicians want to make money as they can see money flowing easily every where.rather then controlling and making progress towards development all are interested in making money so why would not the terrorists with handful of money seek the advantage to distrupt such a weak goverment in its way..#..

It is not the absence of strong laws alone!!!

What is being referred to is no as a result of any single factor. There are several factors responsible and one important amongst them being we at best have the single largest collection of self servicing individuals. While the responsible few are shouldering the entire responsibility the dishonest at best are busy collecting the fruits. A responsible nation requires much more responsible citizens who respect and care for the nation before self.

Making a law merely for the sake of it wont do anything in India.the speed of giving justice is the main priority in matters relating to terrorism.Also,in terrorism kind of issues rather than relying on witnesses,Indian Law should more focus on the situational evidences and circumstances.This is evident from the aquittal of two perpetrators of Mumbai attacks.But India needs Legal reforms which does not seem feasible in this current hopeless political scenario.

I agree with sayan chakraborty, because nations is because of people & it is secure because of them only. in india we celebrate indipendence day & republic day. But 99% people dont know the meaning of nation love. they do because other do. This concept has to be change. People have come up with nations pride & love to fac terrorism. We have certain laws but do we follow them. Eg. Pramod mahajan has been killed by his brother, but he is not yet punishe. why? India have an ability to face each & every terrorist attact. But I dont know why we are handicapped? Pakistan is nothing in front of us but still he dreamed to vanish India.

Of course it has. We Indians have a very bad habit of getting accustomed with whatever happens to us. This mentality is killing us today. We forget incidents very easily. Also, because of the corruption among government officials and politicians, we fail to prevent terrorist attacts in our country...

The food habits decide the nature of man. My idea not to criticise a religion, but mostly the 'Terrorists' are muslims.Tamasa aahaara (NV food) mostly provide 'Taamasa guna' and Saatwika Aahara(Veg) provide saatwika guna. Due to accumulation of fat, the body always tries to beat other or be beaten by.

They never care for the no. of children. No proper care due to poverty, illiteracy and orthodoxy, which lead ot unemployment, becoming thieves, dacoits, and finally anti-social elements and terrorists.

Why they are maintaining, terrorist training camps. What is their aim. Are they willing to expand their religion.

Indian laws are not strong. Each religion had their law. No common law equal to all citizens. Because of loopholes, they could enter Mumbai.

Equal and strong laws have to be imposed!

Terrorist always strikes India because we are humble people we can't retaliate. Just take the example of Mumbai everone knows that terrorist comes from pakistan and Let (Lasker) was the mastermind behind the attack and it works from pakistan. We have shown all the proof, even we have live proof of Ajmal kasab one of the terrorist captured during the incidence.

We have each and every thing to prove that all the terrorists were pakistani citizen and the attack was planned & monitered from pakistan but we did nothing just providing proof and list of terrorist to be hand over to India.

Similar situation happend to US when Al-Qaida attacked on US WTC. What US did, they retalite in a very agressive fashion and invaded afganistan to capture Osama.

We have to show the same instinct, I think we had enough politics and talks. We are doing it for last 30-40 years, now time has come to take agressive action.

Apart from this we have to increase our budget on security and make ouself more secure so any one has to think twice-thrice before attacking India.

The problem in our country is, we just make laws and hardly work on it. Just of an example, in the Kandahar aeroplane hacking case in December 1999, we released a terrorist for the life of few hundred hostages for imprisonment of whom, many thousands of soldiers gave their life. Whenever this type of case occurs, our government kneels down in front of the terrorists. This is not right. I believe we should implement the law in which, when you know a man is terrorist, there is no meaning in carrying out any case on him rather he should be immediately hanged/shot or else, his friends will again hijack some aeroplane and demand his freedom. But we are of very soft nature because of which Daud is maintaining all his activities of Mumbai, right from Karachi and Abu Salem is standing in the UP elections...What a shame !!!

Yes it is because Indians don't love India, they dont really believe in the concept of loving nation.

Any successful nation in this world will consider a drop of blood of it's national because of terrorism as attack on the nation. And will reply with fire.

But we Indians fight in our families but when the nation comes, we brand ourselves as tolerant.

We are not tolerant we are just spineless.

It is shame that we could not give justice to the martyrs and the victims of terrorism.

How can we sleep so quietly and talk about cultural ties with a country where they plan to kill us everyday and night?

How can we be so hippocrate to talk about solidarity to victims and after 1 month goes back to the old tune and start talking about diplomatic relations?

Are we not blind?

No we are not just blind we understand everything but we shy away from talking our heart and talk about peace with the DEVIL just to brand ourselves GREAT.

But, know one thing when we talk forgiveness, tolerance and peace with the ultimate DEVILS---The world laughs at us loudly because they understand we are showing this to show how GREAT we are.

But a national who's heart doesn't burn seeing the blood of his own people--Is just a hippocrate and coward and shrewd.

As you observed rightly, law is meant for prevention. And what I urge is that we must have a strong law with provisions of strong and exemplary punishment for those who have any link in any of the acts of terrorism.

The trial system is lengthy in India and, in my view, that gives a breath of relief to the terrorists arrested by our security agencies and police force. So the system must be faster and execution of sentences given by the courts must be prompt, unlike the case of Parliament attack mastermind Afzal Guru.

I hope, a law of this kind would restrain many youth from joining organisations involved in cross border terrorism. And, we have to take strong initiative.

I would say yes. I believe that this issue can well be addressed by the policians with strong will and by passing stringent laws. I don't think that the judiciary is to be blamed for this at all. What can judiciary do with this terror attacks. The role of judiciary is to adjudicate the disputes before it by applying the laws of the land and perorming the role entrusted to it under constitution of India. Judiciary also may need reforms and thats another issue alltogether. We need to strengthen our police force and the defence to compat this menace. I have read the report in news paper that the maharashstra has requested the centre for NSG to stay in the state untill the state itself forms a force simlar to NSG like to combat terrorism.

I would say.India always been vulnerable in combatting terror attacks.Despite of enough information by R& AW,& also from US intelligence side,we couldn't take preliminary steps to avoid this attack.How ever the steps taken afterwards are the usual ones.Somewhere politicians are responsible for this & also at somewhere common man like us,is also responsible for the same.Why every time we accept all such terror attacks,just like that.Anger is shown by Mumbai people now against the government's take on these attacks,but why not at the time when 93 blasts happened,why not at the time of mumbai local serial blasts & so on..Why do we peopls always support all those candle lighting campaign.Does any positive action has been taken out of these candle campaigns.Do we accept the fact that we have contributed our efforts against terrorism by lighting candles.If we support the strong laws against Terrorist activities,we are the only one who will at some point of time will object this.Various religious campaigns will go on once somebody is held responsible for all such terror attacks.We can take an example of Maalegaon blasts accused"Sadhvi Pragya".Why people came forward when investigative agencies bring out those culprits.These agencies dow ork out & bring the culprits in front of everybody,thn why a common man do object & questions about the investigations??? why every time people take advantage of our multiculture element.It is because of these loopholes of our society that these sort of terror attacks are dared to happen.People who execute these attacks are very well aware that they can escape by taking refuge through these sort of multiculturaist approach of solving such cases.Thus the need is to adopt a broadminded approach irrespective of religion,culture,cast & society.Only then we could take actions like US did after 9/11,attacking Afghanistan & Iraq.

Yes, POTA is not working. Business-wise India is progressing, but national security wise we are lagging behind by years. We ned to shed our philosophical, soft image and adopt stricter rules to deal with people who are still in the war-mode and have not gotten above geographical  barriers.

It is not that we do not have strong laws, we do have strong laws but we do not have a strong will to enforce those laws. The system (political parties, government,law enforcement, the tilt towards socialism, social shaming and threatening people who oppose terrorsim etc etc) favors terrorism and hence there is no point in passing new laws every day.

Mr. Mohapatra.....law shows you the way...its says what to do and what not to... if u breach u will be punished but if you follow u will not be rewarded.. and law against terrorism very strong in India compared to some other countries. most terrorists are shot on sight but if someone is caught alive its not easy to execute a death sentence even for the cheif justice of india as there are set norms by the U.N. controlling laws on foreign captives.... and by the india is not a soft target.....even countries like U.S. and U.K. were attacked.... ck the dailies in U.K. and you will be amazed to know the no. of drug peddler and fire arms dealers operates from there....anyways i can keep on writing on this....but i dont agree with your statement that india is a soft target for inadequate legal system....no thats a myth.

Strong law is NOT the ONLY solution.First we need to clean our own political system, and ask ourselves are we really thinking about out INDIA or are more engulfed in fulfilling our own dreams.We need to work as a team to win this war against terrorism and the team consist of We, Police, Intelligence agencies,judiciary and above all the political system

I don't think so. Terrorist attacks occurs in every country. We are no exceptional. Indian intelligence,police and defence are fighting very bravely against these terrorists. In the recent years we have destroyed many plans of these terrorists. There is nothing as such that we are in any bad condition neither we should put up some incident to say so...

I think the current laws are enough and no need to pass laws again and again, the thing is How the laws executes, the law executing machinery is naturally the police departments of states which are corrupt, they sell themselves by asking Rs. 50 -100, terrorists may offer them much bigger, if you requires to complaint against them you may go to Vigilance cell or anti corruption department, where you will find one step promoted officers, may be by giving bribe they get promoted, what we need is that vigilance department should be hold by judicial officers and secondly we need to arm our police force with better guns, even we should provide guns to constables too ... then only we may fight back...

I am totally in consent with Sir Viktor. Laws serve no purpose until there is strict law enforcement. India has the longest constitution, this is proof enough to show the varied laws existing, but is it in proportion with law enforcement? Has it been successful to curb crime? The answer we all know. We need to shift our focus from Law making to law enforcement.

Terrorism is an US sponsored term which allows the state to classify crime into two heads. It also takes away the burden of the proof from the state because any act of crime, if branded as a terrorist act, will convince the public and all the state needs is to blame some other countries for sponsoring the act. It is the cause of the so-called terrorism that needs to be looked into. It is high time for us to review whether the acts of the government and its agencies are rational and just. More stringent laws and stronger police can only worsen the scenario as these two are the main culprits.

Well, right, law is indeed meant for prevention and urges to thwart the very happening of an act which it doesn't deems to be 'just'. But, the problem with regulating terrorism with a regulation is that terrorism neither is a mission which seek to kill people blindly, nor it is a series of offensive acts done with the objective of attaining a Muslim world. Rather, it is an ideology, not unlike other classical and some contemporary ideologies, it seeks to attain its objective which is very much 'state-centric' in nature. A very good example of this proposition is the capture of Swat valley by Taliban militants. The first step they took after coming into power in the area was the a strict application of Sharia' in the area and the deployment of proper means of implementing it. With huge amount of followers, all religious blind,we can't trace or expect a single element of rationality within them. A very famous adage in context of freedom fighters goes on like this "Human life is an accumulation of hundreds and sometimes thousands of tiny efforts and sacrifices that nobody ever sees or appreciates". Here, a person giving his life for the very cause of humanity or say, freedom, which is understandable, but those people who deliberately put their life in stake by with the objective of annihilating the very existence of humanity itself don't even deserve to be called as human beings and thus, regulating their activities by the very means of regulations doesn't seems to be a good idea. Laws are meant for protection, but who will protect the laws? One of the very objective of terrorism is to exacerbate the law and order of a country only and the struck down of TADA and POTA is nothing but only an instance of their success which we haven't realized yet.

If we don't correctly diagnose the nature of the problem, the remedy we provide would be worse than the desease itself! It is acknowleded by the governments world over including a few departments of govt. of india that the so-called terrrorism is not just a 'law and problem' but a political and social problem. There are several examples of countries that have successfully dealt with such problem without any draconian law derogating the human rights standards.

I 100% agree with Mr. Viktor, I believe India has more than enough laws to counter terrorism, but it lacks a strong judiciary. Infact i am debating the same topic in another debate in this communities

The honourable Supreme Court gave death sentance to Afzal  but till now the case is pending.

Until and unless we all change ourselves, this law make hardly any diffarence.First we have to eduacate our politicians to come out from day old selfish crucked mind and to do some thing for our nation.Then only situation changes. We have to change them , WE THE COMMON PEOPLE !!!
