The general budgets presented by different finance ministers over the years have followed a disturbing trend. The fiscal deficit has been increasing constantly and so has the tax burden on the common man. The purpose of this debate  is to  figure out a method of reducing the fiscal deficit and ensuring that the ordinary Indian can improve his standard of living. Can this objective be achieved by reducing the emoluments of the public servants and following more practical economic policies?

I believe that the fiscal deficit can be reduced by reducing the emoluments of the parliamentarians and making them more accountable for their acts of omission and commission. The second step would be to sell the government's stake in most industries. The only sectors that the government should retain direct control over the defense and energy sectors alone. The government should limit its role to framing and enforcing policies governing the rest of the industrial sectors. Further, the banks must strive to reduce their NPAs through the judicious usage of public funds. The number of ministers in the Union and State cabinets must be reduced and the administrative system must be streamlined to represent the realities of today's world. The resources saved by implementing these ideas can be used to generate employment and bringing about real economic development.
