how effective the competition commission of india will be in detecting cartels

The Competition Commission of India  has started operations since May 2009. One of its duty is to detect cartels between traders which harm  not only competition in the relevent market but also the consumers who unknowingly end up paying high prices for products and services. The most commonly seen cartels are between agro commercial firms in the primary agricultural market and the retailers in the secondary food markets which is mainly responsible for the excessive price spread between the farm price and the retail price paid by the end consumers like all of us. Will CCI take any one district Mandi as a test case and conduct dawn raids to bust the cartels ? If it succeeds in bursting one such cartel, it will have a rippling effect and may bring down prices of essential food items including vegetables, pulses etc.
