There can be another way by introducing those type of vehicles which doesn't use fuels like oil rather uses renewale energies like boigas, electricity, batteries etc....

There should be a strict law against those vehicles who are emitting black gases. If caught, should be taken into police custody and only should be released when the owner pays a heavy fine..
