Yes, it is definitely a very important, one of the many causes. I had also started exactly similar discussion in one of the forums like this. According to me, corruption is the the root cause of all the ills in the society, if you do the 'why why' analysis. It really hurts me to bottom of the heart about corruption in 99% govt/public body etc where there is a signining and sanctioing power. Stringent punishment thru fast track courts should be given for such offences. But unfortunately, no such case is known/remembered so far where people will be detered from repeating the same. Every day we find new case coming up and old cases buried.
