If Cocretised Ceilings are safe?

I had my bedroom ceiling fell in April 2009. Mu daughter escaped very luckily.

Now when I repaired it , the contractor did not put in the rebars, but only used GI Mesh (10 gauge dia) to cover the ceiling and topped it up with 53 grade cement.

Is this sufficient for the ceiling or not?

Recently I checked the tensile strength which came to 18, 20 and 22 at three readings, respectively at two locations. (That is, two separate locations were tested with three readings apiece).

The person told me that although this is within limit (of 18), the ceiling must be broken and the rebars must be put in to make it 100 % safe.

My argument is more to do with improper advice prevailing in the markets. I approached 4 to 5 contractors, out of which only one came, and with, maybe, the wrong solution.

Please help!!
