People file complaint with some sort of proof, allegations and evidence with the police.Police investigates and puts totally different story that complaint is nothing but false and baseless allegations.In such situation do you think that the person filing complaint should be prosecuted for filing false complaint?

Government have proposed in draft lokpal bill to prosecute the person who files false and fabricated complaint.

No, & it is not exactly written in lokpal bill. Case will directly forwarded by lokpal committee to supreme court. But the fast action will take place against government officials.

That is why, from the beginning of this Lokpal controversy, I have been shouting that it is NOT a lokpal that we need but it is the culture of Indians that has to change. If Indians cannot judge things in an unbiased manner there is no use of Anna and Lokpal.

This is what the Government Lokpal Bill proposes. There is no protection for "whistleblower" in this bill. This will deter any citizen lodging any sort of complaint against public servants, that is the subtle message, if people fail to read between the lines. This is a dangerous provision.

Complaint is always sort of allegation based upon some assumption, presumption and evidence, the police  and cbi have have to investigate and if they find out that the charge can be made out then only the complaint is forwarded to court or lokpal along with all the evidence.The evidence is then testified in the court of law.

It is the duty of police officer, CBI to investigate, if he fails to investigate properly then in such circumstances complainant will get punished for no fault.
