this is nothing but mismanagement. this happened because the inefficiency of audit as well as the internal control system of DMC. but sure, many invisible hands are there behind this incident

Mismanagement is a very sweet word to term it - look at the media furore created when the same was done at Satyam a year back just because it was a corporate. Its time that we understand the government system is also run by public money or the tax payers money. a group of individuals should have been part of this major scam is the media going to find the culprits..

More than MISMANAGEMENT, i would dub it as a deliberate FRAUD!! Our Govt needs to wake up on a lot of fronts which are extremely important for the civic development, Security enhancement and also infrastructure. I have read the said article Ms. Kaladeen and its honestly preposterous!! If you just take an average multiplication of 22000 people @5000 for the number of months this has been in operations, the perpetrators are laughing all the way to the bank and probably untraceable and maybe funding a terrorist outfit!! Its a shame to read about my own country and its people!! Thanks for the referral Ms. Kaladeen!

If it is true, HR ministry should initiate a wider survey to find out such pilferages of national exchequer and take punitive actions. It will not be difficult to find out where the money went and book the culprits. The greatest irony is that we have to know it from BBC, Thanks for sharing.

One is not surprised on this finding as we need to dig more to find out in departments where contract labours are appointed, viz., railways, highways department, public works department, mines, telephones, and many more. More such cases have been reported in the past of manipulation of job cards under NREGA scheme in Rajasthan, Bihar, Jharkhand, and many other states. These issues go unchecked for years together.

In my view, it is more a case of enjoying certain facilities like orderly, mali, cook etc. at the cost of the Department / Government. In British times, every officer was officially allowed to keep personal orderlies as per the status and rank of the officer. These men were charged to the department. After independence, this custom was discontinued in all departments throughout India. But all persons were not happy with such an order. All are not comfortable working with their own hands, and need some domestic help. This is particularly so when a person has long, unscheduled working hours. Specially in Metro cities, such persons find it very difficult to attend to their personal works themselves. So some persons are shown on rolls, we may call them ghost entries or whatever. I am not endorsing this thing. But unless, mindset of the people is drastically changed, and living life in metro cities made easier, it is likely to persist.
