The government of the Indian capital, Delhi, has been paying salaries to 22,853 civic workers who do not exist.

The "gap" was discovered after the authorities introduced a biometric system of recording attendance.

Correspondents say it shows some civic officials created a list of "ghost workers" to siphon off state funds.

Payroll audit is a very serious matter and should not be taken lightly. From all indications if the biometric system of recording attendance was not introduced this scenario could have still be going on.

It is not clear if there was a collusion between the HR and Finance, but at whatever costs this should have been picked up by the state auditors. On the other hand it appears that payments for these 'ghost workers' were budgeted for, hence money was available to pay. This was a premeditated act. The intent was to commit fraud.

No its just not some mismanagement that has happened here, its a total out and out fraud that was happening, and I guess there is hands of high high officials and politicians who are eating away taxpayers money like anything, and it also has to do with negligence on the part of officials who don't do their work properly, they would have allotted many things under their regime and later on when somebody new person comes he will not be knowing the track record of whats been happening, and the great Indian file system in government offices is like, finding needle in desert, and that will never happen, the costs will be going through and nobody knows where it is going, and I think this is something more than mismanagement.

this is nothing but mismanagement. this happened because the inefficiency of audit as well as the internal control system of DMC. but sure, many invisible hands are there behind this incident

GHOST MEANS BUGS, THEY MAY COME INTO THE SYSTEM ANYTIME UNWANTEDLY...NEED TO HAVE A REGULAR AUDIT FOR RECHECKS AND REVALIDATE THE AUTHENTICITY OF THE SYSTEM..

Mismanagement is a very sweet word to term it - look at the media furore created when the same was done at Satyam a year back just because it was a corporate. Its time that we understand the government system is also run by public money or the tax payers money. a group of individuals should have been part of this major scam is the media going to find the culprits..

More than MISMANAGEMENT, i would dub it as a deliberate FRAUD!!

Our Govt needs to wake up on a lot of fronts which are extremely important for the civic development, Security enhancement and also infrastructure. I have read the said article Ms. Kaladeen and its honestly preposterous!!

If you just take an average multiplication of 22000 people @5000 for the number of months this has been in operations, the perpetrators are laughing all the way to the bank and probably untraceable and maybe funding a terrorist outfit!! Its a shame to read about my own country and its people!!

If it is true, HR ministry should initiate a wider survey to find out such pilferages of national exchequer and take punitive actions.

It will not be difficult to find out where the money went and book the culprits. The greatest irony is that we have to know it from BBC,

One is not surprised on this finding as we need to dig more to find out in departments where contract labours are appointed, viz., railways, highways department, public works department, mines, telephones, and many more.

 

More such cases have been reported in the past of manipulation of job cards under NREGA scheme in Rajasthan, Bihar, Jharkhand, and many other states.  These issues go unchecked for years together.

In my view, it is more a case of enjoying certain facilities like orderly, mali, cook etc. at the cost of the Department / Government.

In British times, every officer was officially allowed to keep personal orderlies as per the status and rank of the officer. These men were charged to the department.

After independence, this custom was discontinued in all departments throughout India.

But all persons were not happy with such an order. All are not comfortable working with their own hands, and need some domestic help. This is particularly so when a person has long, unscheduled working hours. Specially in Metro cities, such persons find it very difficult to attend to their personal works themselves. So some persons are shown on rolls, we may call them ghost entries or whatever.

I am not endorsing this thing. But unless, mindset of the people is drastically changed, and living life in metro cities made easier, it is likely to persist.
