Salil Desai: A few questions for Anna worshippers
At a time when disagreeing with Anna Hazare is tantamount to treason, punishable with instant lynching by belligerent netizens, I choose to stick my neck out in the hope that somewhere out there, some people still have enough balance left to listen to a contrary view.
While I am unequivocally in favour of a scrupulously apolitical movement against corruption, Anna’s latest fast is terribly disillusioning.
It takes no personal courage to join an anti-corruption rally, but how many of us are ready to stand up in our daily lives to resist everyday corruption that one comes up against? How many of us take the trouble to lend more than moral support to a friend, neighbour, acquaintance who seeks to remedy an injustice? How many of us aren’t corrupt ourselves either as ‘givers’ or ‘takers’ of bribe in some form or the other? How many of us are completely untouched by the culture of ‘doing and seeking favours’ for mutual benefit even in the private sector?
Make no mistake, the only way the culture of rampant corruption will ever be rooted out is by the refusal of every citizen to compromise and pay up, every single time. Not by lazy, big ticket, populist measures like fasts unto death and dharnas.
It’s no profound truth, just simple common sense. When you refuse to pay bribe, why is it that the person demanding it simply brushes you aside? Because he knows you are in a miniscule minority. Your fellow citizens are more than willing to oblige the bribe-taker, so he sees no need to humour you.
For, do you think that if a mammoth organisation like the Jan Lokpal Bill envisages is set up it is going to be staffed from top to bottom by angels? Pray where are we going to find these angels? Going by Indian society’s corruption quotient, we might end up with by far the most extortionist institution ever. For what better avenue of palm greasing and blackmail exists than dealing with complaints against anyone?
Thus Anna Hazare’s fast has the fatal potential of putting people’s faith in the wrong kind of impersonal solutions.
Moreover, can such so-called people’s movements be considered truly representative?
Figures floating around suggest that 4.4 million net users supported Anna, while the total number of netizens in India is nearly 40 million. What then about the ones who chose to be silent and outnumber the vocal ones several times over?
Apparently, a million people have protested in the metros in the last few days. Well, what about the 153,482,356 (153 million) Indians who voted for the current government? In any representative system, should 5.4 million people be allowed to dictate to a government elected by 153 million people?
Sorry, that’s simply not enough in a constitutional democracy. Not the least because the media has itself been guilty of over-hyped and rabidly one-sided coverage. If the fourth estate starts playing to the gallery and passes off propaganda as reportage, it loses its right to be considered a credible opinion-maker. For how do we know whether the credentials of Team Anna have not been ‘sexed up’?
Why does the media handle Team Anna with kid gloves? Why are no tough questions asked? Why is there no healthy skepticism about their credentials, their methods, their world view, their logic, their thoughts? Why this cloying worship of Anna Hazare? What if he turns out to be a flawed God?
A word about the images of huge crowds on TV. In the first two days after Anna was detained, there were hardly any protest in Pune. But channels kept flashing visuals of huge turnouts and protests, despite evidence to the contrary. Lo and behold, suddenly on Thursday (an industrial holiday in large parts of Pune), we had a rally of 30,000 people. If this is not copycat tokenism, what is?

Do you expect government to sign on a bill that will send at least 80% behind bars? In my opinion 80% is an underestimation. Do you think they will allow the country to prosper?The answer is no. The only answer is sampoorn parivatran. A complete transformation of society. Anna's ideas have caught imagination of people. It is similar to what Gandhiji did. simplicity, values, selflessness,devotion towards country and love towards humanity. Simplicity of Anna is underestimated. His communication is powerful, his body language sends message that what a common man on street want government to do. If you ignore, the political class will face Tsunami.

This fellow named Anna Hazare as per me is now over drunk with the exaggerated self importance because of ill informed or misinformed public. Now to clarify who are supporting? 1:- School Students:- What do they know about the whole system or Lokpal or Politics or Democracy or even their own father's job? 2:- College Students:- Did anybody cared to read and understand the bill properly? Youth in this generation is a complete shame of country because they do not know India and it's culture and this is advocated the day they had the "Slut Walk" moreover if you will ask about the tradition they will be with the blank faces. 3:- Auto Rickshaw Drivers (Delhi):- Already they are tagged with "Kaamchor" and "Lutere" adjectives so the support is unreliable. 4:- Dabbawalas (Mumbai):- A group of illiterate person who don't have a bare idea of texts. 5:- Ralegan Siddhi Residents:- Already are terrified and threatened by Anna to support. Again an unreliable support. 6:- The Professionals of Private Undertakings:- I doubt that the employees there don't get the time for a good sleep then how had they managed time for reading a 28-29 paged document? Also to keep in mind that majority of Indians don't respect their work, hence the support is just an excuse for escaping the offices. My personal findings are not to be against the movement of corruption but are against any single badmouthed person that is Anna and his 4 followers who are also in a hurry to get their seats confirmed in the center a.s.a.p

If the government dares to put it in parliament to implement I will commit deprive myself of food and water. If the government does not hears me then I will starve unto death. If the government does not passes the bill two days after I have submitted the bill I will fast till death. All the posts of government till the president will be under my panel and I will monitor all government person and organizations. If you arrest me I will die of hunger. I'm against Anna, as well as corruption. My original status was posted in a hurry, and therefore is erroneous.
See, if someone wants something that can affect a lot of people (in this case billions), then there needs to be some logical and cause behind it, right? Now, he (Anna) wants to be the head of the Lokpal Committee, which of course cannot be done. Next, he wants a 5-member committee to be a part of Lokpal that take all decisions, and have jurisdiction over the PM as well. Now, what country does that? Imagine, what would happen to our PM's dignity if this happens. What kind of an impressions WE will have on the foreign land?
What would happen if THOSE 5 members would be corrupt? Who would look into their misdeeds?
Another thing, Anna wants everything to be done by his ways and means, which is NOT the way in a democracy. See, if you want something, you would also have to negotiate a little, before you asking for more, which in this case, is not happening.
Anna is blatantly blackmailing the govt. And the govt HAS to bow since according to the constitution, the govt can't let a person die intentionally.
And, I'll say again, I'm against Anna, yet against corruption!!

What is your mandate on the word called "Protocol"? It is essentially necessary when it comes to create a law or pass a bill. We have the bureaucratic departments who are paid for improvement and introduction of better laws and infrastructure and they do follow that protocol. Out of nowhere a person named Anna Hazare comes to pass his bill of will and the government must accept it else they will face a mass agitation because Anna has tickled the very predominant sensitive emotional part of Indians that is rage against corruption but the bill is actually an absurd type, otherwise why it is not passed for all these 45 years from it's introduction?

Mr. aniruddha , Construction-Specialty, contech This is a democratic country and Anna Hazare is also a human and who knows he must be up to something and we Indians from the deepest history are been carried away by some person or institution. And if we doubt on Anna Hazare's motive that is not entirely baseless and not calculated. One more clarification for your doubt is that we are solely the common man and one among you and we don't want to have any sort of publicity rather we want our countrymen to be really aware and cautious before jumping in any sort of movement. This fast was directed to disrupt the government's daily procedures and after reading the Jan Lokpal bill the only thing that I personally have understood that this is another description for Illogicality and impracticality, as no government can or should entertain this sort of bill in any case because this is again a brutal slap on the face of common public and government as well. Dear Joydeep, I cant help it if this sounds like a MNC Bank vs Indian Banks debate. What you did in CitiBank in 2003 is available in all the Indian Banks now. Plus much more. Any Branch Banking was available in Indian Overseas Bank in 2003 (I can tell this since I was one of the two architects of this system). Indian Banks have changed completely - thanks to Rajiv Gandhi and PV Narasimha Rao. Our Banks are now much tech savvy compared to some of the foreign banks and are giving a run to them for their money. And in case you want a personalised service, every bank is now having Personal Banking Branch where only HNW customers are serviced. Being an IT professional yourself, you will know that any system can handle low voumes but handling high volumes is a different ball game together. The number of transactions of CitiBank or any other bank worldwide is less than the total number of transactions of SBI or ICICI. You are able to maintain a zero balance account in CitiBank because you are an employee of a company which maintains huge balance in CitiBank or is a big customer of CitiBank. Try opening a zero balance account in CitiBank. And FYI, our RTGS, NEFT are the best funds transfer systems in the world right now (by which you can transfer money from an account in one bank to another account in another bank) within a very short time. I am in another country but doing all my transactions (including payment of my family's bills in India and insurance, taxes, etc) through internet banking of Indian Banks without any problem. You may say why should i bother when i am serviced? How do you take care of the billion+ of our country? Do you know the kind of robbery these banks commit on the average human being? Joydeep, I feel I have to reply to some of your points regarding the Banks, railways and Govt Offices. First, about the ATM charges. There was a notification from RBI last year that Banks should not charge their customers when they withdraw from other Banks' ATMs upto a certain limit. And all the Banks have implemented it. So for a certain number of transactions per month, you are not charged. Why is this only to a certain number? Because your Bank has to pay to the other Bank charges for your usage. Can you get these freebies from CitiBank? Can you withdraw from other Bank's ATMs free of charge using your CitiBank card? You will be robbed by CitiBank. And secondly, what is the minimum balance you keep in your CitiBank account. A hefty sum on which you dont earn much interest. CitiBank uses this almost free money to his advantage while keeping out most of the people out of his Bank (whom he considers not worth servicing). Handling volumes is very difficult. And if you have been to SBI recently, you can see that with their CBS, they have improved their service by leaps and bounds. And charges for railway ticket booking? They have to maintain the infrastructure for this purpose and so levy charges for it. Dont you think it is worth to pay the extra money rather than spending hours in the long queues. You also have the advantage of exploring different options for your travel which you cannot do in the queues. You need convenience but dont want to pay. Thats totally unfair. Every country has these charges. Otherwise, the alternative is to tax you more. And computerisation in Govt Offices? It has already started. Many land records are on the web now. You can pay all your taxes, etc., on the net. You can even file complaints on the net. I do agree that it is not enough and plenty needs to be done. We are a nation of 1.2 billion plus people. And computerising for this level is extremely difficult. owever, I do agree with your view that there is strong opposition in the Govt offices for computerisation since it will deprive their lucrative opportunities of taking bribes.

Have a simple question to critics of ANNA: What would have been better without his insistence for LOKPAL draft or if they had a better way to attain objective? We certainly need many more who understand value of ethics and place of dignity in human life. Anna certainly is demanding what every concerned citizen must stand up and demand for is "value for his share of resources." How can someone keep deciding unilaterally what is good for you or me or use our money or other resources as if it is his personal domain to squander. Being answerable for one's action is crucial even when someone is involved in social work without earning any salary or profit. And here we have people hired or nominated who are paid salaries from nations money and certainly no prizes guessing how they behave and where do they spend.

Corruption is all about creating scarcity “keep it among few” You have to pay a premium, “bribe” may be cash kind physical sex whatever. If we want to get rid of corruption, create abundance!! What’s that? Make it available (abundance). How? Use technology; as “technology knows no master”, that’s bad!! Yes if we set a policy on a server (windows 2008 R2) as an example, it will get executed n times without any corruption (bribe favour scam’s etc.) The sad side is our politicians don’t want this (transparency) the bureaucrats and the sarkari naukar from group “d” to up above do not want automation. An example you book a train ticket online we have to pay Rs 20 $0.4 USD as online charges is this not absurd, yes. Draw money from your Debit card (Nationalized Bank ex. Union Bank) at Baroda bank ATM you pay Rs. 20 $0.4 USD charges per transaction. Is this not absurd? The way out is stand in a Queue for hour, We simply do not want to take care of ourselves. Go to Citi bank we can withdraw money and deposit money in the ATM machine itself. I told this to a State Bank Branch Manager in Kolkata (Komunist) she questioned How many customers does Citi bank have? I have 26,000 FD in my branch!! this is the reply I got. This is Pagar (take salary go home) lo ghar jao type of mindset, is it not? Rathin da Anna's Gandhigiri is good, lok pal etc fine, I am trying to bring respected Anna to present time, where technology makes implementation easy cost effective that can reach the masses. I am enriching Anna in his endeavour to eradicate corruption.

Learn the process technique to produce a 100 or 1000 straight one’s. Why and where do you smell Americanism in this? In 2003 quad core was for server today its available in laptop. I provided Citi Bank as an example of efficiency, we are lagging behind acknowledge this. If an MNC can do it why can’t we do it, Citi too operates under RBI guidelines and deals with INR. Professor you seem to be interested to know how and where I was hit, this is highly Indian, Indians enjoy when other fellow is hit, In US its just the opposite. Well, Satyagraha, practiced by Mahatma Gandhi, is a sort of blackmail. But it got us freedom from British rule. Was it wrong? If not, Anna Hazare's satyagraha is also not wrong. It does not matter against whom this is applied, if it is for the good of the people. Our present system of democracy has become an oligarchy of rich politicians. People are powerless against parties who put up corrupt, criminals as candidates, and people are forced to vote for them. Thus we have a parliament filled with crooked politicians. In such a situation, Satyagraha is the only weapon to fight.

There is lot of criticism against the Government of West Bengal. Do you see the kind of poverty ( please see the Oxford Multidimensional Poverty Index). 79.93% of Indians live below two dollars per day as it is there in other states such as Odissa or so called more progressive states? No.It is not the scarcity that makes the corruption;it is greed of globalization that makes us corrupt.

We did not reach the 1.2 billion mark overnight, yes? did we? Moreover having manual ticket booking centres are astronomically costly then the online infrastructure. To access a online facility one need's a comp and an internet connection with genuine OS and proper security i.e AV etc. The Union Bank ATM was not functioning so I asked the Bank employee (lady) what to do She said take it from Baroda across the street, this was my first transaction of less then Rs 5000 INR $ 100 USD. I had to shell out Rs 20 INR. I came back to the branch and reported the same, to the lady employee also later to the Branch Manager. My Citi Bank account was a salary account hence Zero Balance. Citi Bank operates 24X7 even tele banking, Citi Bank doesn’t sleep I transferred cash via tele banking at 3:00 AM, I paid my credit card telephone bills online, shopping with My Debit card I deposited cash check on Sunday’s, way back in 2003. My experience with Citi Bank till date is honey moon like, I am single though. I mean when it comes to ease of banking. Though at the end you write the government babus refuse office automation, which is what I am highlighting creating the Eden of corruption. Yet I See you hit the thumb down. Anna Hazare not blackmailing the Government, he just mailing thru his words to the indian, how the government is failing in taking actions.

Blackmail?? Absurd!! To demand public good a black mail?? What is his motive and gain? blackmailing presupposes the existence of a motive. what are his credentials? Those who are using the word "blackmail" are certainly insensitive to the purpose that is being sought to be achieved. Expression is demeaning the people's support on the issue. Let us be very sure that Indian society is yet to come up for a successful democracy in true sense. In my view, constitution need a overhaul to take care of experienced lacunae, which political class (and babus) is exploiting to have a striving business of making money. This certainly does not address the aspiration of people in this century. Else there is a risk of anarchy, as we saw in middel east and north Africa. Lt us not ignore the source of this unrest, which is corruption, corruption and corruption and resultant disparity of the masses versus the rulers. Had Indian form of democracy was so effective, there would not have been "the other India".

I dont agree with your stance Krishnamurthy. What Anna hazare did was a democratic act for the masses & not for himself.

Anna ji, like other social activists, went to fast-unto-death on Jan Lokpal Bill. Initial 48 hours, Government did not take it seriously, as usual, and only when they realised the crowd is swelling day by day throughout the country which might hamper the election process, they realised and gave in! Government, buckled under pressure, due to people support. So, if we have collective bargaining capacity, we can turn around every issue!

Putting forward an agenda & demanding it from Govt. through Non-violence is not a blackmailing. If we construe this as Black-mailing, then ,there are so many Trade Union Leaders gives ultimatum to govt to resolve it by time frame, what do we call it? . Is it a Black-mail?

Hardliners understand this pressure tactics only, that too, after witnessing the swelling support from the larger sections of society, and, after realising this would lead to jeopardising their effort in winning the ensuing elections in five states, they had agreed on the 50:50 participation in the draft bill initiative. Anna Hazare, after having seen the pulse and psyche of the politicians for the past four decades, he had understood this method, which should not be construed as black-mailing, but constructive Gandhian Principle for the benefit of large masses without any ulterior motive or personal gains!
