Yes can be right but the big question is who should be selected and who will be rejected, when now a days the parliament is filled with the A raja, Kalmandi, Kanimehji kind of people and they are those who highlighted and those who are there still there, who will take there guarantee. so no any ruling party have eligibility to lead the India kind of democracy. Now a days question is not whom to select it is whom we can reject and the list is quite big. so the concept can be quite good but it's application will definitely take time.
