Collaboration is a better step where a company wants to experiment new ideas & face new challenges. Collaboration can bring about loads of opportunities for companies to grow & benefit mutually.
This makes the companies to focus on their key areas or competencies and work on it to develop into a much better entity.
So, I think collaboration will help companies to improve their quality.

In India collabartion is taken in other view i.e. only to get the job. As such there are visible expample of JV in which the companies which were not doing the jobs in past have taken the jobs with JV (Join Ventures). A company which has long past experience in a paticular job were denied and a new company which has JV (only for name sake) collabration from International market got the Jobs. I am speaking of the Metro projects which are in progress. If JV is taken in positive direction and not only to getthe Bid but to ensure the Best from other partner companies, which may lead to Better Quality.

In no way a collaboration or a JV will deliver a project with high quality construction until both the companies have a foolproof quality syatem in place. I used the word fool proof in the sence that so many construction companies have ISO certification which reflects the quality standard of the company with so many procedures and documentation which an ISO certification demands. But in reality during execution they wont follow the proper procedure for inspection, but make every documents in place for ISO auditing. The only way for a proper quality control to make an inspection system for each and every activity and ensure that these are following strictly with competant personnel. And also to give proper training regarding the quality requirements during the execution to the work force with respect to their trade. Construction companies/personnel shall keep it in mind that, it is always better to “DO IT RIGHT THE FIRST TIME” since it is too expensive and inefficient to come back and do all the rectification.

I am not entirely sure what you mean by "collaboration" in the context of quality assurance. Last week I spoke to the subject of trade and vendor agreements as a means to control costs during times of economic uncertainty...and the same concept can be used to improve and enforce construction standards, including quality issues. However, in the long run, the only way to assure quality in construction is to adopt the attitude of "if you expect it, you have to inspect it"...and then be willing to guarantee it...that is, provide a written warranty on your work. This means you have to set up a rigid system of inspections on all labor and material components of the respective job, and demand written warranties on these components from all of your subcontractors and suppliers. Performance and assurance bonds are also helpful in this regard, but are still no substitute for doing business with reliable and trustworthy associates. I might add that your inspection system must include scrutiny of the "inspectors" themselves...that is, a systematic review of those you depend on to assure your company's quality...both external and internal. And yes, such systems are not inexpensive. But if they better enable you to warrant your work...and especially if such guarantees are above and beyond those of your competition...then they will readily pay for themselves.
