Because in construction field more numbers of sub contractors or other ajencies are involved who may compromise certain project requirements for their personal benefits.

ALL THE WAY.

From buying land to bricks here even the hard earned white converts to BLACK.

It is best planned activity of converting public funds for individuals to enjoy.

Lot of black money needs to be hidden and with all other avenues getting blocked, the real-estate and construction is the only place it can be hidden. The paper value and the actual value offers a perfect hiding place for black money. As there is lot of money to be stashed away, people do not care for corruption here as long as their objective of parking black money is taken care.

Yes, All the way when you construct a house you may be converting hard earned white money to black. Building material sellers hardly ever give receipts. This sector actually starts conversion from land sale itself.

Const industry more prone to corruption i think the major reasons may be huge amount of money involved, low remuneration of supervisor, existing work culture etc

I agree with Mangala that Local Authority which is authorised  for sanction plan is the starting point of curruption in Construction field where nothing will proceed without bribe.

CORRUPTION IN CONSTRUCTION FIELD,

Can be minimise/removed by following:--

1.BY PROVIDING THE EMPLOYEE ENGINEER ALL THE REQUIRED FACILITY OF LIVING TO HIM AND HIS FAMILY SUCH AS EDUCATION ,LIVING(FOODING AND LODGING ) WITH ALL ENTERTAINMENTS TO HIM AND HIS FAMILY.

2.ALL FACILITIES AT SITE OF WORK AND OFFICE.

3.ENTERTAINMENT ON THE WEEKENDS

WHAT I MEAN TO SAY THAT THE CAUSES FOR WHICH ONE  IS FORCED FOR CORRUPTION SHOULD BE ACCOUNTED FOR,HIGHER EDUCATION TO DEPENDENTS AND THEIR MARRIAGE AND SETTELING DOWN ETC

I AM SURE THE PERSON CONCERN WILL BE DEVOTED TO WORK INSTEAD OF GOING FOR CRRUPTION,THIS WAY HE CAN PURCHASE GOOD SARIES AND ORNAMENTS FOR HIS FAMILY FROM HIS SALARY,WHICH SHOULD NOT BE COMPENSATED WITH FACILITIES BEING PROVIDED.

This time every body wants to make money as early as possible, it leads them to corruption- not only in construction but also in other sector also. But i think that the corruption level in construction industry is very high.In my opinion the problem starts from grassroot. As a junior has to follow his boss word.

But this practice should be stopped by proper action of top seniors.

Construction industry is one of the least regulated, and less organized industry also this industry deal with few of corrupt govt. institutions which includes politicians.

This industry also lacking professional.

Construction industry is required regulator like telecom and supply should be made available based on actual demand rather then hype.

TATA Group is definitely moving in right direction. India doesn’t need pent-house or villas.

Corruption is prevelent in India not only in construction field but everywhere. Wherever you look it is there. If one may ask the reason, the answer is the way our economy is designed or formed. All the policies we generate creates corruption.

Suppose a person, expecially during the time when the wages were low, one cannot meet his consumption choices with wages alone, he has to depend on other sources and he corrupts himself by taking bribe. Abroad they create asset economies on top of good wages and the government support in maitaining value of the currency. If one has to have more for consumption in the next period he or she can invest in assets, like stocks, bonds, etf, riets, real estate, precious metals or livestock to name a few. Depending on the risk he takes he gets the returns. Here only those who are well endowed can invest in stocks or anything else. One who has a PAN card only can invest. Others resorts to corruption.

That is the way our economy is designed to breed corruption not alieviate it. Our culture is fuedel, monarchical and we follow socialistic regulations far away from Radner type economies which are more efficient and people there have opportunities that we cannot even imagine. So there is less corruption there than here.

In fact the well endowed in India makes infinite pay offs in their life here in India than their counterparts abroad due to slack regulation and design of economy. So the havenots resorts to corruption again. The less endowed has no means of meeting their consumption choices and other social processes from pay alone. Our markets are not well endowed either and open for poor people to make wealth forseeing periodic consumption requirements of theirs, the money they make loose value in no time and no investment opportunities. So corruption results.

I thouroughly agree with Pragya and the age old adage "Prevention is better than cure". There are to many points for initiation of corruption, which you cannot weed out totally, but you certainly can create a better vigilance system to avoid the problem. Rather than running after a problem we should not let it happen in the first place itself.

Yes agreed with Mr.Tharakaraman, but I think corruption is in every field and there is no denying the fact that people misuse their power and authority to their own benefits. But like he said if more people are involved in a project then there is a higher chance of corruption and it will be extremely difficult to figure out the culprit.

Yes, as the transactions are mostly in cash and the system of sub-contracting makes it more prone to corruption. In fact the image of contractors are such that they are supposed to be powerful moneyed muscle men who can get things done.

I know of a few Lala type builders/ contractors who would accept payments in cheque but make all/ or most of their payments to contractors, etc in cash.

Corruption in construction industries start from the procurement stage. Bidders often influence the process of evaluation and the direction of bidding process. At the end, job is given to the highest,non-responsive, unqualified bidder. This breed inefficiency and uneconomic work. At the end the quality of work is bad, no value for money, tasks are inflated with too many variations which leads to un-necessary claims.

Civil Engineering procurement process should be fine tuned and modernised, bottle necks that can affect good procurement practice should be removed. Procurement Laws should be promulgated with very strigent punishment for earing officers/bidders etc. Awareness in the form of radio and televison jingles on good procurement procedures should be encouraged. Training of officers, bidders, contractors, consultants on procurement of goods works and services should be encouraged.

Communities in which a project is to be located should be involved from project identification stage to the completion of the project and appraisal. They should form part of the supervision team. Infact they can form a community technical committee (CTC) and make their observations known to the consultant supervising the project. It is assumed that the project belongs to the community it is located

Solutions are many, to mention but few.

First we need to understand "Corruption". Why we are talking like this. The corruption comes when we need more. In India the real estate is really a big industry and the boys are playing here. This is one of the easiest way to convert black money in white. Now we need to know in which regards we are talking either in sense of black money or for the quality of construction. Look at the goverment projects and how they survive. The same case with private one but still they are little more quality consius as they are making money out of it. My first and last question that have we ever tried to understand while Indian economy growth is max 20% why real estate price and growth is more tha 70%?

Yes,I agree that construction is highly prone to corruption.Thogh HUGE amount of money is involved but similarly return as well as social fame is also Huge .

I support with Mangala, but apart from that the hunger for more income makes a realtor more corrupt. He start exploiting money of his client in his other business too, as a result the clients has to suffer a lot. They all see beautiful dreams of their sweet home.....but alas thier dreams become a nightmare in the form of constant EMI without any returen.

I expect in this platform who can show me any way out from such nightmare.!

Almost every field has problem areas but I have to say corruption poses significant risks to construction and quality delivered. Rather than talking about whether construction field is more prone to corruption, we should come up with preventive measures. So friends, I would like to know from you what progress can be made, therefore, in reducing the risk of corruption to construction projects? My take: Unless preventive vigilance measures are under taken in advance, occurrence of calamity cannot be avoided. Prevention is better than cure. Setup Vigilance unit to locate the areas vulnerable to corruption well in advance so that the problems can be avoided before their occurrence.......

Construction is the field in which goverment body is involved. before construction we have to take sanction the plans from local authority, This is the starting Point. where without bribe noting will proceed, We have to complete the project in TIME FRAME ,  so we start to giving bribe, I think we are also responsible for corruption to some extened.

Considering the HUGE Volume of Money being involved and the lack of Transperacy / effective integrated Management Information System to comply with, has lead to / enhanced the Chances of CORRUPTION in CONSTRUCTION.

HI corporte is different from courraption  because if you take money for the work done then its bade for the orgination brand. The brand name is all the corporats has so if the brand is not there then its nothing in the world.

The corruption is in field of  construction but it is in government sector. I think It is far from corporate sector. The atmosphere , culture is totally different from govt. sector. In govt sector  most of the places employs are forced to take undertable beacause they had to passed their project after the same process.

I agree with you sir, but you have forgotten to write lawers and journalists. Some lawers are demanding 30% of insurance + all other expences from widowers who's husbands dead in accidents. Some journalists are demanding civil contractors to pay money othervise he will warn them that he will publish badly against them.

It is not fair to generalise.

However,  it is worth for the TAX and anti corruption guys to have a look at the assets and bank accounts of the Engineers and employees?

Actually corruption in construction is negligible if comparedto other professions.

But it has got bad name as initially most of the works were done by PWDs and there were hadly any private construction.

Curruption has become a virus which has currepted 80 % of people. This virus is to be removed from entire society and construction is a small part of it .Hence its worthless to blame this field only.A revolution is required everybody feels but no one is willing to initate. As we all are busy with our bread butter & kids future.ULTIMATELY ONLY CONSTRUCTION IS NOT PRONE TO IT.ENTIRE COMMUNITY NEEDS TO BE OVERHAULED.HENCE ANY WAY CONSTRUCTION FIELD IS NOT MORE PRONE.

Visibly the construction field is full of curruption, but the level of it is not all that higher compared to other fields. We can safely say that it is as currput as the other segments of the society are, considering the ratio. But the the volume of the money involved in this field is large enough to support both the wings of the goverments i.e. rulling and the oppositions. The major chunk of the infrastucture projects are owned by the government bodies from national to village level thus the spread is extensive and the display is obvious. This is not a supportive argument but a factual comment in my opinion. The political system needs a strong will to limit the scale. 'Me first' attitude will curb this cancer in the society.
