The Country is basically run by the bureaucrats. During pre independence it used to be ICS and after independence it is IAS. On top of that the salary earned by the so called ICS/IAS were reduced. This resulted in corruption. On completion of any project the contractor used to offer sweets to the Head and this is being seen by "Bara Babu" subsequently all the staffs so the corruption started. Today it is in full flow at all levels including the Political Bosses.

Corruption is an in born human way of getting their work done in an shortcut way/ to bypass rules & regulations.Democracy can at the most make this easy when compared to other form of governments., but it is not the root cause

I am of the opinion corruption is a result of democracy. take for example China yes there is corruption but every body knows that, if caught, gallows are waiting. In democracy everybody knows nothing will happen even if any thing happens that will be after say 20 years so who cares. That is the reason I am of the opinion democracy is responsible for corruption.

As far as India is concerned it’s a “YES”, coz India does not practice “Democracy, rather it’s a Democrazy. The factors have been mentioned by Joydeep and the Character analysis is done by James. Thus when “Greed” gets legalized the “C” factor prevails in Party, group and sect. Corruption is fostered by greed, the causative factor of which is not nature but nurture. Greed, and the corruption it breeds, is rooted in culture, not in genetics. One of the side-effects of India's slow and painful transition from a socialist economy to an emerging free-market system has been the growth of not just conspicuous but competitive consumption. It is not enough to do well economically. Equally, if not more important, is to be seen to be doing better than the person next door. A well-known ad for a brand of television set said it all: Neighbour's envy, owner's pride. As the columnist Jug Surya says-“The desire to buy things not so much for themselves but in order to keep up with the Joneses and Joshis - is not a direct result of the free market. Rather, it is the result of decades of suppressed consumer aspirations forced upon the country by an outmoded and economically repressive socialist system. Though the desire for status symbols is universal, it seems to be most keenly felt in emerging economies, like India's and China's, where goods and services, including luxury products, show the steepest growth curves, thanks to the stimulus of competitive consumption. Therefore Neighbour's envy, perpetrator's pride becomes the ultimate line for India’s Democrazy. Tnx Joydeep for the ref.

A very good debate....But you could have write some thing to support....I agree with some arguements on the other side...but I feel the corruption increased only because of this democracy since our polititians are helping out all the big fishes. No political parties can sincerly work to make this system clean and clear since it is in a loop and back fires to themselves.

Ravana was sarva gayani so "literacy" does not make things better. Reasons for Corruption in India, 1) Multiparty democracy. 2) Minimum education qualification not set for MLA MP, as more than half of the country is uneducated. 3) Strong regional bias, cast and religion based grouping. 4) Nobody to Indian politics become main icon in National Politics (Ghar Ka Bhau/phoren lady). In this regards I came across a recent debate authored by Ms Kavitha Shankars http://toostep.com/debate/india-s-new-metric-system-do-you-agree-with-this. I have lived in Six different Indian states and I understand Three Indian Languages. Mera Bharat Mahan Hai.

If corruption was result of democracy, how do you explain the existence of it in Pakisthan, Libya, Burma, China, and most other countries that do have democracy. In-fact democracy makes the government more accountable.

Corruption is NOT the price we pay for democracy. If you think about it, being a democracy is the only thing that helps us put our views out here. A democratically elected government is answerable to the people, through the opposition party. Yes, there is rampant corruption in the society, not just in the government services, but also in private sector industries, such as Satyam. But think for a moment. A lot of money has been looted with a legal check on power. What if we had no rights to say what we want to? If there was no opposition that points out the embarresing flaws in a ruling pary? The corrupt will have a license to do it in the open, and a lot more money would be taken away from each of us. Its very easy to say that corruption is unstoppable, and crack jokes about the corruption in India. If none of us pay a bribe to anyone, try to use monetary power to cut corners, this is possible. Government agencies might refuse to work without your bribe, but if none of us pay a bribe and he still refuses to work, the whole system will collapse. He will not be able to take it after a point. This doesn't happen in a day, of course, but with a clear destination set in our minds, we can get there. This is not the first time there was a mass public agitation in the country, where the government seemed to be in power of everything, but all it needed was persistence and non-cooperation of the public. Think of our fight for independence. Corruption was much more rampant, and the Englishmen were in control of all our government undertakings. We got them out of the country. It is possible to do that to corruption as well, we just need persistence and faith. As many people rightly pointed out, if corruption was the price paid for democracy, communist nations such as China wouldn't be corrupt, and they are ranked higher in the most corrupted nations list.

Sir i think illiteracy alone can't be held responsible for corruption bcoz most of the literate and reputed personalities are also indulged in this. At the same time democracy is also not the cause for corruption.Rather democracy gives us oppurtunity to fight for our rights.. The ignorance of common ppl and poor governance r mainly responsible for corruption. There are no strict rules and regulations for monitoring & control ovr the politicians and public officials. Thus lack of transparency & administration encourages more and more corruption. We r equally responsible 4 incresing corruption bcoz we prefer to get our work done widout any problem and don't care even if we hv to pay bribe 4 it. So young ppl must start movement to aware masses abt corruption and unite ppl to fight against it.If we get united & refuse to pay bribe for legal works then definitely they wil not ask for it. The govt policies mst be made more strict and transparent to hv better control over the govt sector..

corruption and democracy both are different and i feel not entangled u can see corruption even in dictatorship may be subminimal, but do exist.the very huam nature of greed and selfishness is the mother of corruption and since we cannot measure or understand the consequences of it to society so we cannot stop or prevent it

Corruption is not at all the result of Democracy. It is mainly due to the lack of strict punishment for corruption. In INDIA as far as people's opinion is concerned in mathematical way "Corruption < robery < murder". So compared to all other illegal things we gave least priority to this evil.So i think corruption is mainly due to lack of swift and strict LAW.

No, there is no direct correlation between corruption and democratic rule...i.e., corruption is endemic across the spectrum of political systems and forms of government. Corruption is a human weakness rooted in the lack of individual conscience and a commonly accepted moral code in any given society. It is perpetuated not so much by any fault in the respective education system...though that may be a problem too...but more by a sense of apathy, complacency and/or powerlessness of the constituency. Unless a society takes its governance seriously and is willing to take a stand against such social ills as corruption, the corrupt elements of the society will only grow more powerful and firmly entrenched. When this becomes the case social upheaval of some kind is inevitable if conditions are to change. What is happening in Tunisia today is a perfect case in point.

There are other democratic countries in the world with less corruption. I think it is due to lack of moral education in our country. We study so many theories in our schools and colleges but not study how to behave like a good citizen in the society. In Japan it is in their primary education that country is most important than anything even above to God. But the scenario here is different. Also there are lack of proper HR polices which can discourage such evils. You can also read my article which is a little bit related to this: http://toostep.com/idea/why-government-psu-employees-are-unable-to-perform

No Corruption is not the result of democracy. Some people become corrupt because they need money for their bare existence in the society which believes in high status and outer presentation ( Kids in high school, luxury Car,Big house ect ect). Some people are corrupt because they inherited the same by their ancestral linage (Bureaucrats, Big corporates, politicians etc etc). and many more...but who are the real culprits, 'we are the real culprits, who encourage the public killing of morals and ethics in day today routine just because we do not want to work hard and in search of easy means for attaining our goals we succumb to the pressures of corruption. corruption is not because of democracy but democracy can become cause of uprooting corruption by making it public through public communication channels, as we are doing today where in the year 2010 many scams has been exposed.

There can only be one cause for corruption- "Corrupt people taking advantage of the loop-holes of the system and ignorant people who knowingly or unknowingly participate in promoting it!" We can't even get a license to a 2-wheeler without bribing the officials! If we wanted, we could stop it. We will have to wait in the queue, take the test and pass legally. But who wants to follow the rules! This is the cause for corruption. One of my friends paid Rs. 100 to the priest at Tirupathi to let him stand in front of the Lord's statue so he could take a better look at the god and may be, he would blessed more than the rest of us! Bribing in front of GOD! LOL- Even god would have laughed at this! Haha! Thanks Prateek. People like you and me can stop this! Let this not end as a mere discussion but let us all do something to support the cause! India needs. More than ever-now!

No It is not ! It is strictly a personal choice of an individual, group of people, organisations to be corrupt or clean. It does not require qualification, degrees, or social status. Having said this, I also wish to suggest that the malaise feeds upon the fraility of the individuals personal integrity.

No. Corruption has nothing to do with democracy. Look at western democracies, particularly American and European. They are among the least corrupt in the world.See the example of dictatorships like Myanmar where everything moves on the wheels of corruption. Also the example of Pakistan, which has been under military dictatorship for half the time of its existence. The quantum of corruption in Pakistan is no less. Even their President Asif Ali Zardari has the sobriquet of "Mr Ten Percent", a reference to ten % commission he is said to have charged for getting any work done. Even China, which is not a democracy, is corruption-ridden and the government has executed hundreds of people on corruption charges.
